Council Minutes of 12/1/87 -3- <br />~, Mr. Bohlmann, Chairman Intra-Governmental Relations and Legislation Committee re- <br />°, ported: 1) Committee met on November 23rd with all members present as well as <br />President Saringer and Councilman O'Grady. Committee discussed Resolution No. <br />87-117, supporting H.B. 428, the Hazardous Material Transportation Bill, and has <br />no objection. <br />2) Committee also discussed Rules of Council and will be doing some housecleaning <br />on language and make recommendation for some additions and deletions. At the <br />Organization Meeting in January, will ask council to consider a change in the <br />order of voting as well as an additional audience participation segment for <br />legislation that is to be passed under suspension of rule requiring three readings. <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Moved council have no objection to the issuance of a C1, C2 liquor permit for <br />James C. Smith, dba Beverage Consultants, 30871 Lorain Road, North Olmsted, Ohio, <br />second by Mr. Lackey, unanimously approved. <br />2) Moved council have no objection to the transfer of a D5 liquor permit from <br />Robert L. Stark, 25905 Lorain Road, North Olmsted, Ohio, to Steve Nikolakis, <br />25905 Lorain Road, North Olmsted, Ohio, second by Mr. Lackey, unanimously approved. <br />Mr. Tallon, Chairman Building, Zoning and Development Committee reported: <br />1) BZD Committee met on November 30th, 1987, with Councilmen Bohlmann and Tallon <br />in attendance as well as Building Commissioner Conway. The following items were <br />considered and discussed: <br />a. Great Northern Shopping Center, Plaza South, proposal to change <br />color on one building and definition of materials used on entire building. Approved <br />by ARB on November 18th and Planning Commission on November 24th. After discussion, <br />Committee approved the colors for the corner building. The other item was a def- <br />inition of material; original plans specified a particular Dryvit material - they <br />used another brand name and changed the minutes to read "a Dryvit-like" material. <br />This is basically the same material with just a different brand name. Board of <br />Building Code of Appeals had approved this material. Mr. Tallon moved council <br />approve the above described proposal for Plaza South, Great Northern Shopping <br />Center, second by Mr. Bohlmann, unanimously approved. <br />b. First Nationwide Bank, 4701 Great Northern Boulevard, proposal <br />for slight modification to front of unit. Approved by ARB on November 1$th and by <br />Planning Commission on November 24th. After discussion, BZD also approved the <br />modification which consists of moving the door from one side of the unit to the <br />other side and changing the windows with a lower extension of about one foot. <br />Mr. Tallon moved council approve the above described proposal for First Nationwide <br />Bank, second by Mr. Bohlmann, unanimously approved. <br />2) BZD Committee discussed Ordinance No. 87-115, the water easement for Great <br />Northern Shopping Center, Plaza South. There was a question about liability by <br />the City of North Olmsted on the maintenance of the fire hydrants. Af.t.er con- <br />ferring with the Engineering Department and Law Director Gateau, it was determined <br />that the ordinance is proper; committee therefore has no objection. <br />Mr. Wilamosky, Chairman Finance Committee reported; l) Finance Committee met on <br />November 23rd with all members in attendance as well as Mayor Petrigac, Directors <br />Boyle and Cunningham, President Saringer and Councilmen Lackey and O'Grady. <br />Committee discussed Ordinance No. 87-119 which authorizes the Seruice Director to <br />advertise for bids for cinders and has no objection. <br /> <br />
