Council Minutes of 12/1/87 <br />-8- <br />LEGISLATION (cont'd): <br />Ordinance No. 87-130 introduced by Mayor Petrigac was given its first reading. <br />An ordinance establishing a pension pick-up plan for employees of the City of <br />North Olmsted, and declaring an emergency. Referred to Finance Committee. <br />Miscellaneous business: <br />Mr. O'Grady moved to excuse the absence of Councilman Rademaker, second by <br />Mr. Lackey, unanimously approved. <br />Mr. Wilamosky discussed the new policy established by Mayor Petrigac with re- <br />spect to bringing complaints to the Building and Engineering Departments. Pre- <br />viously, a councilman could bring a resident's complaint to either department <br />and be helped by a clerk, a secretary or an inspector. His last efforts in <br />trying to resolve a resident's complaint failed when he was told that all <br />councilmen must now go directly to the Director of Safety and Director of <br />Service to seek solutions to problems; everyone else had been advised not to <br />accept a complaint. <br />Mayor Petrigac advised that both departments are shorthanded; Mayor had asked <br />council to call the director of each department and register a complaint; <br />they were in a position to process the complaint and follow through to see that <br />it was handled expeditiously; had thought that this new procedure was working <br />well. <br />Mr. Wilamosky advised that the directors were not always available; does not <br />feel that complaints are being expedited; on the contrary, another stumbling <br />block has been placed in his wary; it is unreasonable for the administration to <br />treat other elected officials as second class citizens by directing sub- <br />ordinates not to accept complaints from councilmen. If a clerk, secretary or <br />inspector is able to take a complaint from any residents who walks into the <br />Engineering or Building Department, then the Council of the City of North Olmsted <br />should have the same privilege and not be prejudiced against. Feels this admin- <br />istrative directive should be immediately revoked; it is a ludicrous concept; <br />implores the administration to immediately change it. <br />President Saringer stated she sympathized with Mr. Wilamosky with respect to this <br />issue; as a former councilman she never had any trouble with calling the proper <br />department and having a complaint taken by a clerk or secretary. <br />Mr. Tallon also advised that he had gone to the Building Department and had been <br />refused attention; also strongly objected to the new procedure. <br />The agenda being completed and there being no further business, President Saringer <br />adjourned the Council Meeting at 9:45 P.M. <br />./ <br />orence E.
