,~. . , <br />Council Minutes of 10/6/87 _4_ <br />(b) Lorain Amoco Service Station, 27830 Lorain Road, proposal to <br />renovate front of building. Proposal approved by Planning Commission on <br />September 22, 1987; BZD Committee has no objection. Mr. Tallon moved Council <br />approve the proposal as stated above, second by Mr. Bohlmann, unanimously approved. <br />(c) Dr. Adams' Medical Building, proposal to construct a medical <br />building. Proposal received a commendation from the Architectural Review Board <br />as being one of the most innovative projects on Lorain Road. BZD Committee has <br />no objection but with the approval of the architect recommends that security <br />lighting be installed on the rear property and all lighting will be maintained <br />on the property. There was a request by the Safety Department that some security <br />lighting be added to the proposal because the lack. of entranceways at the rear <br />made it very dark. Mr. Tallon moved Council approve the proposal as stated above, <br />including BZD Committee recommendations, second by Mr. Bohlmann, unanimously <br />approved. <br />Mr. McKay, Chairman Streets and Drainage Committee as well as Environmental Control <br />Committee reported: 1) Environmental Control Committee met on Thursday, September <br />24th, at 6:45 P.M. In attendance were Councilmen O'Grady and Lackey, Consulting <br />Engineer Tom Boyer, Service Director Noble and guests Dick .Urban and Jack Smith. <br />Committee discussed the request for noise barriers at I480 and Fitch Road. The <br />primary requirement is that the noise level be 85 decibels. Committee has re- <br />quested that a test be made to determine the noise level in this area and will <br />then be able to determine what action to take, <br />2) Streets and Drainage Committee also met on Thursday, the 24th. Those in attendance <br />were Acting Engineer Boyer, Service Director Noble, Councilman O'Grady, Lackey, <br />Wilamosky and Rademaker and guests Dick Urban and Jack Smith. Committee discussed <br />a petition presented by Dale Drotter in regard to the condition of Clifford Drive. <br />Clifford Drive is rated 54 in its own class and due to funding, the complete street <br />cannot be repaired at this time but spot repairs will be made where needed. <br />3) Committee also discussed the flooding problem in the Claque Road/Stoneybrook area <br />and determined that one of the causes was storm water flowing into the sanitary <br />sewer. Residents who have downspouts connected to the sanitary sewers have been <br />notified to correct the situation. Another problem is the restriction where the <br />storm water flows into Sperry Creek. A relief sewer is being studied and a search <br />for other solutions will be made. The state has been contacted by the Service <br />Director with respect to cleaning the ditch at 1480. <br />Mr. Wilamosky asked if Councilman McKay had heard anything from the administration <br />relative to some dicussions that were undertaken regarding the storm drainage <br />ditch as it leaves North Olmsted and enters Westlake; understands there is some <br />blockage there. While Mr. McKay stated he had not heard anything from the <br />administration, Service Director Noble advised that he met with the Engineering <br />Department and did enter the sewers physically and did review these areas. Has <br />confirmed two restrictions within the Westlake area: one is the stated blockage <br />and the other is an extensive landscaping modification. Will coordinate efforts <br />with Westlake's Service Director to look into these two restrictions and then <br />a meeting will be scheduled with Mayor Clough, Mayor Petrigac, Westlake Service <br />Director, Service Director Noble, as well as the engineers from both cities to <br />see what corrective action can be taken as well as any legal action. Hopes to <br />have this information prior to the next meeting of council. Discussion contin- <br />ued. <br /> <br />
