4M <br />Council Minutes of 10/6/87 _5_ <br />Mr. O'Grady, Chairman Safety, Health and Welfare Committee reported: <br />1) Moved Council have no objection to the issuance of an F2 liquor permit to the <br />West Side Irish American Club, 30106 Lorain Road, for a function to be held on <br />Saturday, October 31st, second by Mr. Lackey, unanimously approved. <br />2) Moved. Council have no objection to the transfer of a C1, C2, D6 liquor permit <br />from Convenient Food Mart, 28649 Lorain Road, North Olmsted, Ohio, to CFM Franchising <br />Company, 28649 Lorain Road, North Olmsted, Ohio, second by Mr. Lackey, unanimously <br />approved. <br />3) Safety Committee met on September 30th with Councilmen Lackey, Tallon and McKay <br />in attendance as well as Mayor Petrigac, Safety Director Becker, Chief Van Kuren, <br />Chief Marsh, Captain Krynak and Captain Sefcek. Committee discussed Fire Depart- <br />ment dispatching matters as they relate to the specific internal requirements and <br />to E91I both before and after going on line. Chief Van Kuren is looking for part- <br />time dispatchers to reduce overtime by 75~ and increase response efficiency by re- <br />lieving one fire fighter from dispatch duties, fire fighting and squad work. The <br />Chief recommends hiring nine part-time personnel to work approximately 20 hours <br />per week. Committee has no objection and will be referring this matter to the <br />Finance Committee for future study. <br />4) Committee also discussed a report on the E911 Emergency Project in North Qlmsted <br />which goes on line on November 2nd. The 911 System will iztc.r,ease.phone lines from <br />five to ten and make it almost impossible for .the present dispatchers to service <br />those ten lines, The Police Department is looking f.or one addi.tiona.l dispatcher <br />who can rotate during peak periods. Committee has no objection. and will be re- <br />ferring this matter to the Finance Committee for future study, <br />5) Committee also discussed the Police Department rank structure in general and a <br />Sergeant position in particular. The department has been very innovative in re- <br />arranging shifts so during peak periods of criminal. activity they have the largest <br />force available. They have been able to do this by going to four shifts instead of <br />three. The department currently has four sergeants and request an increase to five <br />sergeants - one for each of the four shifts and the one in the Detective Bureau. <br />Overall cost will be about $3,000 and committee has no objection and will refer <br />this matter to the Finance Committee for future study. <br />6) Committee discussed the 1480 emergency phone lines for vehicle breakdowns and <br />accidents. A phone would cost $500, plus $375 for a line and an additional $35 <br />per month; there was concern as to where this phone would be placed and where it <br />would be most valuable, There was real concern. that it might be used by sales- <br />men and others in a non-emergency situation. The shorewa.y in Cleveland has <br />emergency phones that are a direct line solely to the Police Department; Safety <br />Director Becker is researching this since it seems a more practical. solution to <br />the problem. The city might possibly have one east and one west line for break- <br />downs or accidents rather then transients knocking on residents' doors on Clague. <br />7) Committee discussed "no parking" signage, specifically a request from the <br />North Olmsted Police Department to provide for no parking on both sides of Butter- <br />nut Ridge Road, from Dover Road to Lorain Road, which is a very dangerous area <br />due to the high school students crossing back and forth between parked cars. <br />Committee has forwarded a request for legislation which would. provide for "no <br />parking" signs in the areas just described. <br />8) Committee also discussed a request for a "stop" sign at Sawmill Creek and Wood- <br />side, which services about fifteen homes in the area, and does not feel that a <br />"stop" sign would be appropriate or justified, however, committee has agreed to <br />the erection of a "yield" sign coming out of Sawmill Creek onto Woodside. <br />Mr. Bohlmann, Chairman Intro-Governmental Relations and Legislation Committee re- <br />ported: 1) Ordinance No. 87-100, covering Community Gab in/Senior Center legis- <br />lation has been discussed in committee and is recommended for suspension of rule <br />requiring three readings and passage this evening. Would like to thank Tom Fabek, <br />Don Copeland, Betsy Jack, Pat Martin and Rick Noble for their input and all the <br />work they did on this particular piece of legislation. <br /> <br />
