Council Minutes of 9/15/87 <br />-2- <br />Mr. Bohlmann, Chairman Intro-Governmental Relations and Legislation Committee <br />reported: 1) Legislation Committee met on September 8th with all members <br />present as well as Chairman Kasak and the members of the Board of Building <br />Code Appeals. Committee discussed Ordinance No. 87-85, the satellite dish <br />ordinance. This issue was originally discussed in July, at which time the <br />request for allowing satellite dishes to be placed on the roof of commercial <br />establishments was denied. This was also-the topic of discussion at this <br />meeting. It was pointed out that a number of variances had been given to <br />allow satellite dishes to be placed on roofs of commercial structures; it <br />was felt that this should be permitted by ordinance. After lengthy discussion, <br />and restricting the size of such dishes to six feet in diameter, the committee <br />concurred. Ordinance No. 87-85, on second reading tonight, as amended, re- <br />flects this restriction. <br />In the absence of Mr. Tallon, Chairman of Building, Zoning and Development <br />Committee, Mr. Bohlmann reported: 1) BZD Meeting was held on Monday, September <br />14th, with Building Commissioner Conway also in attendance. The following <br />Building Department requests were discussed: <br />a. Store-It-Here, south side of Lorain Road, west of McKenzie <br />Road, proposal to construct a self-storage building. On September 2, 1987, <br />BZA ruled that this was a permitted use in a General Retail District. After <br />lengthy discussion, BZD Committee concurred with BZA, ARB and the Planning <br />Commission, with the recommendation that the Lucalox lighting will be 50 watt <br />and only two per aisle will be left on for security reasons. Mr. Bohlmann <br />moved council approve the Store-It-Here proposal, with the above recommendation, <br />as well as all recommendations of the BZA, ARB and Planning Commission, second <br />by Mr. 0?Grady, unanimously approved. <br />b. Space Age Industrial Design, southwest of 31157 Bradley Road, <br />proposal to change exterior material as previously approved by Planning Commission <br />on February 24, 1987. Board of Building Code Appeals, on August 27, 1987, <br />approved the request to use the new material which is block covered with <br />Thuro-Seal and a final cover of acrylic latex paint. Committee concurred with <br />the Board of Building Code Appeals and Planning Commission and recommends that <br />the finished cover be similar to, or in the range of, No. 8576 - toffee, or <br />No. 8598 - cocoa, on the Thuro-Seal color chart. Mr, Bohlmann moved council <br />approve the Space Age Industrial Design, with the above recommendation, <br />second by Mr. O'Grady, unanimously approved. <br />2) Committee also reviewed. Ordinance No. 87-84, the Clarence and Lucy Spradling <br />Subdivision and Assembly Plat, and has no objection. <br />Letters and communications: <br />President Saringer announced receipt of a petition from residents on Clifford <br />Drive requesting the street be resurfaced. Copy of petition will be forwarded <br />to the administration and the Streets and Drainage Committee. <br />Before proceeding with audience participation, President Saringer announced that <br />Ordinance Nos. 87-7b and 87-85 have been amended and are on second reading to- <br />night, as amended, Ordinance Nos. 87-93, 87-94, 87-95 and 87-96 have been <br />added to the agenda. Suspension of rule requiring three readings will be re- <br />quested for Ordinance Nos. 87-87, 87-92, 87-93 and 87-95. Also, a public hearing <br />will be held in regard to Ordinance No. 87-76 on October 20th at 7 P.M. <br /> <br />
