Council Minutes of 9/15/87 _3_ <br />Audience participation: <br />Lillian Kordish, 28541 Alden Drive, addressed council on the following: Biskind <br />Development has agreed to change the color on the new additions at Great <br />Northern; does not approve of the proposed income tax since it is a continuing <br />tax; objects to the increases residents must now pay for city permits if they <br />want to reroof, repave, install aluminum siding, etc.; objects to the exhibition <br />of used cars with "for sale" signs sitting in various business establishments <br />throughout the city - as well as on private property; stated that the Marathon <br />Station at Porter and Lorain was discriminated against when city inspectors ad- <br />vised him he was in violation by displaying a banner across his work bays - many <br />other establishments also have illegal banners - why aren't they being told to <br />remove them? Discussion ensued. <br />Mr. Tallon is now present at the council table, time being 9 P.M. <br />LEGISLATION• <br />Ordinance No. 87-76 introduced by Mr. Tallon was given its second reading. An <br />ordinance creating new Section 1116.14 of the Zoning Code and new Chapter 1721 <br />of the Fire Prevention Code providing design and construction standards for Fire <br />Department vehicle access upon commercial, industrial and multi-family properties <br />located within the City of North Olmsted, as amended. <br />Resolution No. 87-84 introduced by Mr. Tallon .was given its second reading. A <br />resolution accepting for recording purposes only the Clarence and Lucy Spradling <br />Subdivision and Assembly Plat in the City of North Olmsted. <br />Ordinance No. 87-85 introduced by Mr, Bohlmann was .given its second reading. An <br />ordinance adopting a new and revised Chapter 1367 of the Codif ied Ordinances en- <br />titled "Regulation of Dish-Type Satellite Signal-Receiving Earth Stations", as <br />amended. <br />Ordinance No. 87-86 introduced by Mayor Petrigac was given its second reading. <br />An ordinance to construct an eight (8) foot wide asphalt bikeway from Columbia <br />Road (SR252) to Ruple Road in North Olmsted, Brook Park and the Cleveland <br />Metropolitan Park District; a distance of 0.83 miles more or less. <br />Resolution No. 87-87 introduced by Mr. Wilamosky was given its second reading. <br />A resolution authorizing the Director of Public Service to advertise for fuel <br />and gasoline products for use by the City of North Olmsted and North Olmsted <br />Municipal Bus Line, and authorizing the Mayor to contract for same, and de- <br />claring an emergency. Mr. Wilamosky moved for suspension of rule requiring <br />three readings, second by Mr. Bohlmann, unanimously approved. Mr. Wilamosky <br />moved for adoption, second by Mr. Tallon, unanimously approved. Resolution <br />No. 87-87 adopted. <br />Resolution No. 87-92 introduced by Mayor Petrigac was given its first reading. <br />A resolution for the resurfacing of State Route No. 252 (Columbia Road), 0.31 <br />miles north of the south corporation line to State Route No. 10, lying within <br />the City of North Olmsted; total length of work being approximately 1.78 miles. <br />Mr. Wilamosky asked if the administration had discussed where the funds were <br />to be drawn from to finance this project. Budget and Management Director <br />Cunningham stated he would be discussing this with the Mayor and would then <br />make recommendations to the Finance Committee for the funding of this project. <br />Mr. McKay moved for suspension of rule requiring three readings as well as re- <br />ferral to committee, second by Mr. O'Grady, unanimously approved. Mr. McKay <br />moved for adoption, second by Mr. O'Grady, unanimously approved. Resolution <br />No. 87-92 adopted. <br /> <br />
