Council Minutes of 9(15/87 <br />-4- <br />LEGISLATION (cont'd): <br />Ordinance No. 87-93 introduced by Mr. O'Grady was given its first reading, An <br />ordinance to approve inclusion of the Zoning Ordinance within the Cod if ied <br />Ordinances, and declaring an emergency.. Mr. O'Grady moved for suspension of <br />rule requiring three readings and referral to committee, second by Mr. Lackey, <br />unanimously approved. Mr. O'Grady moved for adoption, second by Mr. Lackey, <br />unanimously approved. Ordinance No. 87-93 adopted. <br />Ordinance No. 87-94 introduced by Mr. Wilamosky was given its first reading. An <br />ordinance to establish within the special revenue fund group a "Street Rehabili- <br />tation Fund - Income Tax" and a "Permanent Improvement Fund - Income Tax" of the <br />City of North Olmsted for portions of the City's municipal income tax revenues, <br />and declaring an emergency. Referred to Finance Committee. <br />Ordinance No. 87-95 introduced by Mayor Petrigac was given its first reading. An <br />ordinance authorizing the Mayor to enter into an agreement with the North Olmsted <br />Fire Fighters, Local 1267 I.A.F.F., which agreement is the collective bargaining <br />agreement between the City and the North Olmsted Fire Department, and declaring <br />an emergency. Mr. McKay moved for suspension of rule requiring three readings <br />as well as referral to committee, second by Mr. Bohlmann, unanimously approved. <br />Mr. McKay moved for adoption, second by Mr. Bohlmann, unanimously approved. <br />Ordinance No. 87-95 adopted, <br />Ordinance No. 87-96 introduced by Mr. Wilamosky was given its first reading. An <br />ordinance establishing policy regarding the accumulation of vacation leave for <br />all departments within the City of North Olmsted, Referred to Finance Committee. <br />Miscellaneous business: <br />President Saringer ref erred. to the list of complaints presented by Mr, Mannick <br />at the September 1st council meeting; requested the Environmental Committee to <br />discuss the request for sound barriers; requested the. Streets and Drainage <br />Committee to discuss the repair of the bump on the Fitch Road Overpass and <br />the drainage ditch east of Fitch Road; requested the Safety Committee to dis- <br />cuss the installation of emergency phones along the highway as well as re- <br />duction of the speed limit on Fitch Road to 25 miles per hour and the in- <br />stallation of "Children At Play" signs on Fitch Road. Mayor commented that the <br />installation of the 911 system would answer the needs for emergency phones. <br />President Saringer asked Finance Committee Chairman to discuss a dictating and <br />transcribing unit for the Council Off ice. <br />Mr. McKay scheduled a Streets and Drainage Committee Meeting for Wednesday, <br />September 24th at 7 P.M., and requested Service Director Noble and the City <br />Engineer to be in attendance. Also, scheduled an Environmental Control <br />Committee Meeting for the same date at 7:30 P.M, <br />Mr. Wilamosky scheduled a Finance Committee Meeting for Thursday, September 24th, <br />at 8 P.M. and requested the Mayor, Finance Director and Director Cunningham to <br />be in attendance. Will discuss Director Cunningham's recommendations to the <br />administration relative to transfers as well as the items placed into committee <br />this evening. <br />President Saringer requested Councilmen Wilamosky, O'Grady, Lackey and Rademaker <br />to serve with her as a Steering Committee to meet with the Mayor in regard to <br />the income tax proposal. Scheduled a meeting for Thursday at 8 P.M. <br />~~~r <br />
