MINUTES OF PUBLIC HEARING

<br />Present: President Janet Saringer, Councilmen Bohlmann, Lackey, McKay,
<br />O'Grady, Rademaker, Wilamosky.
<br />Also present: Mayor Yvonne Petrigac, Finance Direc or Edward Boyle, Clerk of
<br />Council Florence Campbell.
<br />Absent: Councilman Tallon.
<br />Public Hearing was called to order by President Saringer at 7:30 P.M.
<br />President Saringer announced that ,this Public. Hearing was being held with re-
<br />spect to Resolution No. 87-64, a resoluton adopting .the budget of the City of
<br />North Olmsted for the fiscal year beginning January 1, 1988, anal submitting
<br />the same to the County Auditor, an:d declaring an emergency. She asked if any
<br />member of Council or any member of .the audience would care to make a comment.
<br />Mr. Wilamosky stated that some minor changes had been made to ,the exhibit that
<br />will be submitted to the auditor. Budget and Management Airector had indicated
<br />that there would be a 57 to 67 average increase based on $3,850,000; this figure
<br />was revised to $3,775,000 - a variance of $75,000. Looking at Mr. Cunningham's
<br />projections for 1988 of $4,100,000, there is a projected increase of slightly
<br />in excess of 9~ which is considerably more that what he had indicated, Mr.
<br />Cunningham stated that he had never. said a 5~ or 6~ increase; had always talked
<br />about a 7~ to 87 increase and believes that the $4,1.00,000 is very much in the
<br />ballgame between 7~ and 8~; is not saying that it vain not reach 9~. Mr. Wilamosky
<br />asked if, at this point in time, Mr, Cunningham feels that the $4,100,000 is
<br />reasonable; Mr. Cunningham stated yes, he believes it is in the ballpark .and.
<br />the $4,100,000 is relatively accurate.
<br />Finance Director Boyle stated that he has received a letter .from. Squire, Sanders
<br />and Dempsey today stating there is a bill before the House .that would. require
<br />the city to withhold medicare from. all existing employees. This new bill says
<br />"all" employees for the pay period after January 1, 1988. If passed, this would
<br />increase expenditures by about $110,000 because the City would have to match
<br />what the employee puts in; does not feel .the budget should be amended right now
<br />because this is only pending legislation but it has been. introduced to Congress
<br />and wants council to know that this possibility exists.
<br />Mr. Walter Reis, 4429 Canterbury, asked if a determination had been made with
<br />respect to maintaining the Leaf Pickup Program. Mr. Wilamosky advised that it
<br />is not reflected in this budget since the hudget is basically for 1988 but he
<br />does not feel that it is a dead issue far the Fa11 of 1987 since money has
<br />already been appropriated for wages and equipment, fuel,. etcetera., Mayor Petrigac
<br />stated that she does not see any chance for the administration to reinstate the
<br />Leaf Pickup Program. There is no money far overtime nor for .the repair of one
<br />of the machines; the budget does not allow for reinstatement for 1987.
<br />There being no further comment, the agenda. being complete and .there being no
<br />further business, President Saringer adjourned the Public. Hearing at 7:45 P.M.
