Council Minutes of .6/16/87 <br />-4 - <br />President Saringer gave the following Council-of-the-Whole Committee Meeting <br />report: 1) Meeting was held on June 8th with Councilmen Wilamosky, Rademaker, <br />McKay, O'Grady, Bohlmann, Law Director Gareau, City Engineer Schaller and <br />President Saringer in attendance. Committee discussed the proposals for the <br />1480 interchanges. City Engineer went over the four proposals in detail again <br />and also a fifth proposal termed the "alternate 98". Majority of council in <br />attendance, namely, Councilmen Rademaker, O'Grady, Bohlmann and Wilamosky as <br />well as President Saringer agreed to appropriate $1,200 to have an alternate <br />98 proposal's grade checked to make sure it would be a proper and feasible <br />project. Once this is determined, council will decide what steps to pursue. <br />A transfer ordinance will be forthcoming. <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met on <br />June 15th. with all members in attendance as well as President Saringer, Mayor <br />Petrigac, Director Boyle and Director Cunningham. Committee discussed Ordinance <br />No. 87-49 which provides for the issuance of $90,000 in notes to pay the cost of <br />improvements to Lorain Road. The original note, issued in 1984, was in the. amount <br />of $205,000; the note of 1986 was $100,000; committee has no objection and is <br />recommending the issuance of a note in the amount of $90,000 for 1987. <br />2) Committee discussed Ordinance No, 87-50 .which calls for authorization to ad- <br />vertise for bids for overhead traffic-signs and poles. Committee requests the <br />administration to provide estimated cost figures relative to these projects. <br />Figures were not made available to the committee last night; legislation will be <br />retained in committee until estimated costs as well as some recommendations on <br />proposed funding are received from the administration. Mr. Wilamosky moved to <br />remove Ordinance No. 87-50 from the agenda and place it back into committee, <br />second by Mr. Tallon, unanimously approved. <br />3) Committee discussed Ordinance No. 87-58 which provides for authorization for <br />the Mayor to enter into an agreement with the Cuyahoga County Managers and Mayors <br />Association primarily to contribute $500 to a unified effort to investigate and <br />analyze the proposed rate increase by the Cleveland Electric Illuminating Company. <br />Committee recommends an amendment, incorporated in the ordinance which is on the <br />agenda tonight, to include not if ication from the Clerk of Council to the Cuyahoga <br />County Auditor as well as to the Governor and a number of other state off icials. <br />Committee has no objection to Ordinance No. 87-58. <br />4) Committee discussed Ord-finance No. 87-56 which would provide for an appropriation <br />of $8,250 for the West 231st Street Repair Project; money will provide for the re- <br />placement of some driveway aprons. Administration has indicated that 90~ of the <br />residents on the street have agreed to reimburse the city for any cost incurred <br />and the driveway aprons will be replaced as the project gets underway and the <br />money will be reimbursed by the benefiting propery owners. Committee has no <br />objection and would hope that. the administration undertakes adequate measures to <br />insure complete reimbursement. Will be asking for suspension of rule requiring <br />three readings due to some aspects of the project being currently underway. <br />5) Committee discussed with Mr. Boyle and Mr. Cunningham the Trust and Agency <br />Fund; both agreed that an amount of $100,000 is available within that fund, The <br />Trust and Agency Fund has been used as a fund to accommodate and provide account- <br />ability to deposits. Committee requested the administration to prepare legislation <br />to transfer the $100,000 from the Trust and Agency Fund to the General Fund so <br />there will be a permanent .record that there was money transferred from that fund.. <br />6) Committee discussed the purchase of four police uehicles through, a private sale, <br />at a cost of $14,007 per unit, $56,028 far the total package, fully equipped., and <br />has no objection. Wi11 be asking for suspension of. tY~e rule requiring .three <br />readings on Ordinance No. 87-63 .which provides for the appropriation for .these <br />vehicles, as well as Ordinance No. 87-59 which authorizes their purchase, <br /> <br />
