Council Minutes of 6/-16/87 -5- <br />7) Finance Committee Meeting has been scheduled for June 22nd at 8 P.M. to dis- <br />cuss Ordinance Nos. 87-53 and 87-54. Since the Mayor has indicated she will be <br />unable to attend, Mr. Cunningham has agreed to be present. Would like Finance <br />Director Boyle to also be in attendance as well as any other interested member <br />of council. <br />8) Committee also discussed Ordinance No. 87-52, and in light of the fact the <br />administration has made the decision to fill the position of Clerk at the Senior <br />Center as .provided for in Ordinance No. 87-52, committee recommends tabling the <br />ordinance. <br />9) Finally, Committee discussed the line item covering a Building Commissioner. <br />Committee recommends that an amount not to exceed $1,269.23 per pay period be <br />the maximum that the administration shall use in determining an adequate salary <br />range for potential candidates. <br />Mr. McKay, Chairman Environmental Control Committee as well as Streets and Drainage <br />Committee reported: 1) Would like to share a little bit of information with regard <br />to Radon gas, which is a byproduct of the deterioration of uranium and radium. <br />Some. tests were made in Elyria, Amherst, Oberlin and Eaton Townships, as well a~ <br />Fairview Park, and no high levels of this gas were found in any homes. Radon <br />seeps into houses through the cracks in basements, walls, floors and the ppenings <br />for water and sewer pipes. Regulation of this kind of gas, at the present time, <br />is impossible. Radon levels vary widely from one area to another .and even from <br />house to house. The most common test for Radon is to place a charcoal cannister <br />in the basement, at the lowest level, and leave for a three to seven day period. <br />It is then sent to a laboratory for analysis. The cost of the cannisters run <br />between $12 and $25; anyone interested or needing more information can contact <br />the Environmental Protection Agency who has authorized some companies to sell <br />these testing units. <br />Mr. O'Grady, Chairman Safety, Health and Welfare Committee reported: 1) Moved <br />council have no objection to the transfer of a Dl, D2, D3, D6 liquor permit <br />from Georgalis, Inc., dba Milton's Family Restaurant, 26324 Lorain Road, North <br />Olmsted, to P. J. Fragapane, Inc., dba Caffe Fragapane, 26324 Lorain Road, North <br />Olmsted, second by Mr. Lackey, unanimously approved. <br />Mr. Bohlmann, Chairman Intra-Governmental Relations and Legislation Committee <br />reported: 1) Committee met June 15th with Councilmen Wilamosky, Tallon, Rademaker <br />and Mr. Bohlmann in attendance as well as President Saringer, Mayor Petrigac, Safety <br />Director Becker and Budget and Management Director Cunningham. Committee discussed <br />Ordinance No. 87-51 which is a PUCO resolution; legislation was amended because <br />of some concerns expressed by Councilman Rademaker and is on second reading tonight <br />as amended; will be asking for suspension of rule requiring three readings in order <br />for passage this evening. <br />2) Committee also discussed a Westlake ordinance regarding payment for parks and <br />recreation purposes, which is basically a trust fund, and concluded that such a <br />plan might be feasible for the City of North Olmsted. Cities of Westlake and <br />Avon Lake both have such a fund and committee would. like to discuss the issue <br />with Law Director Gareau in the near future. <br />Mr. Lackey, Chairman Recreation, Public Parks and Buildings Committee reported: <br />1) Recreation Department Summer Programs .have started this week; attendance has <br />generally been up; Learn to Swim Program has 775 participants for the first session. <br />One area that is down, about a third of what it was last year, is the playgound <br />Day Camp Program. <br />2) Sunday, June 28th, the Concert in the Park series will begin at North Olmsted <br />Park, rain or shine, with the Ohio Bell Choir performing that evening, at 7 P.M. <br /> <br />
