Council Minutes of 6/16/87 -6- <br />Audience participation: <br />Russ Jack, 5975 Columbia Road, protested the increase in building fees and permit <br />fees covered by Ordinance No. 87-57. Suggested a lower fee for registering con- <br />tractors in the city would encourage them to register instead of acting as a <br />deterent. City could make sure they have their federal ID number and would de- <br />rive income from all the work they perform by putting them into .the city's computer <br />system ,instead of having them come in and "moonlight". Feels contractors should <br />be registered, licensed and insured; if he loses his insurance it puts him right <br />out of business. Mr. Wilamosky stated that he feels the new rates are fair and <br />equitable; the current rates have not been adjusted since 1981/82; committee is <br />looking at an increase in revenue to update and improve on current existing in- <br />spections by hiring additional inspectors and needs the money generated from the <br />fees. Lengthy discussion continued. <br />LEGISLATION: <br />Ordinance No. 87-45 introduced by Mr. Wilamosky was given its third reading. An <br />ordinance to transfer appropriations for current expenses and other expenditures <br />for the City of North Olmsted for the year ending December 31, 1987. Mr. Wilamosky <br />moved for adoption, second by Mr. Tallon, unanimously approved. Ordinance No. <br />87-45 adopted. <br />Ordinance No. 87-46 introduced by Mr. Rademaker was given its third reading. An <br />ordinance to authorize the purchase of a Flxible engine and differential removal <br />kit for the North Olmsted Municipal Bus Line, and declaring an emergency. Mr. <br />Rademaker moved for adoption, second by Mr. O'Grady, unanimously approved. Ordin- <br />ance No. 87-46 adopted. <br />Ordinance No. 87-48 introduced by Mr. Wilamosky was given its third reading. An <br />ordinance to make appropriations for current expenses and other expenditures for <br />the City of North Olmsted for the year ending December 31, 1987. Mr. Wilamosky <br />moved for adoption, second by Mr. Tallon, unanimously approved. Ordinance No. <br />87-48 adopted. <br />Ordinance No. 87-49 introduced by Mr. Wilamosky was given its second. reading. An <br />ordinance providing for the issuance and sale of $90,000 notes, in anticipation <br />of the issuance of bonds. to pay costs of improving Lorain Road (State Route 10) <br />between certain termini, in cooperation with the Director of Transportation of the <br />State. of Ohio, by resurfacing with asphaltic concrete and reconstructing the pave- <br />ment base, curbs and sidewalks,. where necessary, together with all necessary <br />appurtenances thereto, and declaring an emergency. Mr. Wilamosky moved for sus- <br />pension of rule requiring three readings, second by Mr. Tallon, unanimously approved. <br />Mr. Wilamosky moved for adoption, second by Mr. Tallon, unanimously approved. <br />Ordinance No. 87-49 adopted. <br />Resolution No. 87-51 introduced by Mr. Bohlmann on behalf of the Mayor and the <br />entire Council was given its second reading. A resolution urging the Public <br />Utilities Commission of Ohio to deny the power rate increase .requested by the <br />Cleveland Electric Illuminating Company, and declaring an emergency, as amended. <br />Mr. Bohlmann moved for suspension of rule requiring three readings, second by <br />Mr. Wilamosky. Roll call on motion: Affirmative vote: Bohlmann., Lackey, O'Grady, <br />Rademaker, Tallon, Wilamosky. Abstained: McKay. 6 Aye - 1 Abstention - Motion <br />carried. Mr. Bohlmann moved for adoption., second by Mr. Wilamosky. Roll call on <br />motion: Affirmative vote: Bohlmann, Lackey, O'Grady, Rademaker, Tallon, Wilamosky. <br />Abstained: McKay. 6 Aye - 1 Abstention - Motion carried.
