Council Minutes of 5/19/87 <br />-3 - <br />7) Committee briefly discussed the Trust and Agency Fund. Mr. Cunningham <br />-~ stated that he believes the fund could provide for approximately $100,000 <br />for General Fund use. It is still somewhat unclear; Mr. Cunningham had <br />some information relative to a time period, It is our understanding that <br />a request was made for a legal opinion dealing with some legal questions <br />that covered the period of time that money has been retained and whether <br />or not it could be transferred into another fund. The meeting concluded <br />with the general understanding that additional information would be provided <br />so the committee could be a little more conf ident that there is, in fact, <br />a potential of $100,000 for General Fund purposes. <br />In the absence of Mr. McKay, Mr. Wilamosky gave the following Streets and <br />Drainage Committee Meeting report: 1) Streets and Drainage Committee met on <br />May 14th. with Councilmen Lackey, O'Grady, Wilamosky and McKay in attendance <br />as well as Service Director Noble and Engineer Schaller. Committee discussed <br />the resurfacing of Maple Ridge Road in conjunction with the City of Westlake. <br />The discussion included roadway evaluation and the f ifteen year plan prepared <br />by Mr. Schaller. Cost to initiate the fifteen year program would be $575,000 <br />ger year on the average. Additionally, several streets need to be re- <br />constructed. Committee requested Mr. Schaller to provide a more thorough <br />cost estimate on Country Club, Lorain to Victoria; North Porter to Mi11 Road; <br />and Maple Ridge Road. Since same streets can no longer wait for repair, the <br />committee discussed looking at the issuance of bonds as a means of f financing. <br />Commnittee is moving forward to install a positive method of street repair in <br />the city. Mr. Wilamosky added that with respect to the figures Mr. Schaller <br />discussed, the initial startup cost for reconstruction the first year would <br />be $1,030,000; the second year it would be $382,936 and would vary year to year <br />over that 15 year time frame, <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Moved Council have no objection to the transfer of a D5, Db liquor permit <br />from Ruthie, Incorporated, dba Red Carpet Lounge, 23845 Lorain Road, North <br />Olmsted, Ohio, to Ruthie, Incorporated, dba Rosemary's Red Carpet, 24775 Lorain <br />Road, North Olmsted, Ohio, second by Mr. Lackey, unanimously approved. <br />Mr. O'Grady also gave the following Transportation Committee Meeting report: <br />1) Transportation Committee met on Thursday, May 14th with Service Director <br />Noble, Councilmen Lackey, Wilamosky, McKay and O'Grady in attendance. Meet- <br />ing was called to discuss an opportunity to swap a backhoe, no longer in <br />operation by the city, for a crane. It was estimated that it would cost a <br />minimum of $5,000 to restore the backhoe. After much discusion it was re- <br />quested that a further evaluation be made by another outside source to determine <br />the cost to put the backhoe into workable condition since the concern was that <br />in a few years the city might have need of it. The cost for a new backhoe would <br />be about $32,000. Director Noble will present more information and it will <br />again be discussed by the Transportation Committee. <br />Letters and Communications: <br />Clerk read letter from Suzanne Toorish, 5212 Berkshire Drive, asking what plans <br />the city had for the north end of North Olmsted Community Park. Letter was <br />turned over to Recreation, Public Parks and Buildings Committee Chairman Lackey <br />for consideration. <br />President Saringer announced that Ordinance No. 87-47, establishing "no parking" <br />on the west end of Bretton Ridge Road, and Ordinance No. 87-48, an ordinance to <br />make appropriations for the City of North Olmsted, have been added to tonight's <br />agenda and are on first reading. <br />
