Council Minutes of 5/19/87 <br />-4- <br />Audience participation: <br />,. Robert Brookshire, 5140 Hampton Drive, praised the City of Parma's annual <br />report of 130 pages which show where every cent has been spent. Does not <br />know how the money is spent in North Olmsted. Was given a partial financial <br />report for an estimated 1986 the first time he contacted City Hall and on <br />the second visit, received a complete 19$6 estimate of two pages. Finance <br />Director Boyle stated that Mr. Brookshire had asked for fund balances which <br />are about two pages; would be happy to provide a copy of the last couple of <br />audits and the bond ratings which give some history of the past few years <br />and show the demographics of the city. Mayor Petrigac said she would be <br />happy to explain her income tax proposal, which will be presented to all <br />the residents of North Olmsted. Finance Director Boyle also pointed out <br />that a synopsis of the city's finances is published at the end of each year, <br />in the Sun Newspapers as required by state law. The synopsis also states <br />that copies are available from the Finance Department. President Saringer <br />pointed out that all council meetings and Finance Committee Meetings are <br />open to the public. <br />Jack Schuller, 24640 Clareshire, President of the Coldbrook Condominium <br />Association, spoke on the proposed rezoning of both sides of Columbia Road. <br />Reminded council that a petition containing 900 signatures had been pre- <br />sented to council protesting rezoning in this area. Would like the property <br />to remain the way it is. President Saringer stated that at this time, there <br />is no proposal before council to change the zoning in this area; nothing <br />has been submitted to Planning Commission either. <br />Sal Perillo, 28065 Angela Drive, asked what could be done about the stench <br />and mosquito infestation of the storm trench in the back of his property. <br />Service Director Noble advised the city was working with the Cuyahoga County <br />Board of Health with respect to remedying the situation. The problem is <br />that septic tanks located in Olmsted Township property are leaching through <br />the ground into the ditch. There is no flow to the ditch, except after a <br />rain, so the water remains stagnant. County Board of Health will make an <br />attempt to determine whether there is a faulty septic problem there or <br />poor maintenance on the part of the owners. The homes and tanks are in <br />Olmsted Township which is county jurisdiction. The City of North Olmsted <br />does clean the ditch on a yearly basis. In other sections of the ditch, <br />where there is some flow and the water does become aerated, the odor is <br />eliminated. <br />LEGISLATION: <br />Ordinance No. 87-36 introduced by Mayor Petrigac was given its second reading. <br />An ordinance to make appropriations for current expenses and other expenditures <br />of the City of North Olmsted for the year ending December 31, 1987, as amended. <br />Ordinance No. 87-37 introduced by Mr. O'Grady was given its second reading. <br />An ordinance amending Section 1713.03 of the Codified Ordinances of the City of <br />North Olmsted entitled "Permit Fee; Fire Department Inspector" of Chapter 1713 <br />entitled "Blasting", and declaring an emergency. <br />Ordinance No. 87-38 introduced by Mr. O'Grady was given its second reading. <br />An ordinance amending the Traffic Control File of the. City of North Olmsted by <br />providing for "No Parking" on the fire hydrant side of Maplehurst Road in the <br />City of North Olmsted. <br /> <br />
