Council Minutes of /6/87 _2_ <br />3) Don Copeland, Betsy Jack, Doug Cross, Bob Stackhouse and Mayor met to discuss <br />policies and procedures for the van; Mr. Stackhouse, Olmsted Township trustee, <br />found no problem with the new fee structure. <br />4) Board of Control met Monday, April 27th and awarded the bid for sanitary sewer <br />meter installation and flow analysis to United Survey for $37,500. <br />5) On April 22nd, received a check for $200 from Marcelle Paper Mills for tree <br />planting; check will be placed into Tree Planting Fund. <br />6) Has also received a check in the amount of $13,866 from Cablevision which is <br />the city's fee for the first quarter; gross revenue for North Olmsted was $462,200. <br />7) Met with Mr. Ext from Cablevision to discuss the franchise fee being increased <br />to 57. Mr. Ext stated that the increase of 2~ would be passed on to the residents <br />of North Olmsted as a surcharge. Mayor recommends that council not pursue the <br />additional 2~ since it would further burden North Olmsted residents. <br />8) On April 29th, an audit meeting was held with RTA and several items were dis- <br />allowed in the audit. City will def initely appeal as soon as it is determined <br />the proper authority to be contacted. <br />9) May is Older American Month. <br />10) Has received a letter from Westlake Engineering Department; Westlake will be <br />improving its portion of Maple Ridge Road, from Walter Road to Columbia Road. <br />They are also considering the section from Walter Road to Maple Ridge Road north. <br />The figures on the Columbia to Walter section are $52,650, without the inclusion <br />of drainage. If f financing is available would encourage North Olmsted to partici- <br />pate in this project, including drainage. <br />11) A city truck will be parked behind Community Cabin in North Olmsted Park, <br />on weekends, for residents to dump their spring cleanup debris into. This was <br />a suggestion by President Saringer to the Service Director that will be acted on. <br />12) At the last council meeting, Mr. McKay reported on raw sewage backing up behind <br />the residents on Tudor Drive, behind the Forest Elementary School. Asked that <br />Service Director Noble report on this. <br />Service Director Noble stated that upon investigation, it was discovered that the <br />sewer in question was on school property, not city property. There was some <br />indication of raw waste in the retention ditch. The school, during vacation, <br />had come out to the retention ditch and washed out garbage cans and the "raw <br />sewage" was actually the garbage residue. The school was advised that this was <br />definitely not a good practise and they indicated they would refrain from such <br />action in the future. <br />Mr. Tallon asked that the Mayor furnish him with the appraisal of the property <br />mentioned in her report; Mayor stated she would send all council members a copy. <br />Law Director Gareau reported: 1) The Romp brief, consisting of about 40 pages, <br />has been prepared and will be filed tomorrow morning. <br />2) The lighting expert will inspect the Halleen property the last week of May <br />and the city will then proceed with that litigation. <br />3) City received confirmation from the Civil Service Commission with respect to <br />the firing of a bus operator; the employee has 30 days within which to appeal <br />to the Court of Common Pleas. <br />Finance Director Boyle reported: 1) Talked with Mr. John Larson of Squire, <br />Sanders and Dempsey regarding the Lorain Road note which is coming due in July. <br />Legislation will be prepared for the first council meeting in June. This is <br />just a simple roll-over of the note; is negotiating the sale of it. <br />2) With respect to income tax, if council will look at the financial statements, <br />they will find few increases or decreases; as of the end of March, it is pretty <br />much the same as the prior year.
