Council Minutes of 5/6/87 -3- <br />veyed transactions on hand in April and asked that a special program be run <br />'? that would count transactions and compare them to the prior year. This program <br />fir'' and survey showed transaction count down 16% from the prior year as of the end <br />of March. Mail had increased tremendously in April, agencywise and in North <br />Olmsted, There are a number of scenarios that could be used; the new W4 forms; <br />more people owing money and filing later; people not utilizing the short form <br />this year. Individual forms are quite low compared to the prior year and in- <br />dividual forms account for close to 50% of the city`s income. If those trans- <br />actions, which account for approximately $32 per transaction, were brought up <br />to the same level of 1986, the city would actually be realizing a 10% increase <br />in income tax. In looking at the f financial statements or reports on income <br />tax, Mr. Boyle does not feel there is a valid number right now to project on. <br />The May report should be much more accurate and reflect a 7% to 9% increase <br />in income tax. <br />Mr. Tallon, Chairman Building, Zoning and Development Committee reported: <br />1) BZD Committee met on Wednesday, April 29th, at 8 P.M., with Councilmen Bohlmann, <br />Wilamosky and Tallon in attendance as well as Dave Sanker from the Building De- <br />partment and Joe Schaller from Engineering Department. The following Building <br />Department requests were discussed: <br />a. Diederich Building, 29732 Lorain Road, Proposal to convert <br />dwelling to office building, including construction of two small additions. <br />Proposal heard by Planning Commission on April 28th and approved; heard by ARB <br />on April 22nd and approved. BZD concurred with Planning and ARB recommendations. <br />Mr. Tallon moved council approve the Diederich Building proposal, as listed above, <br />including all recommendations, second by Mr. O'Grady. Roll call on motion: <br />Affirmative vote: Bohlmann, Lackey, O'Grady, Tallon, Wilamosky. Negative vote: <br />McKay. 5 Aye - 1 Nay - Motion carried. <br />b. Red Lobster Inns of America, 24001 Lorain Road, Proposal to <br />install windows and awnings. Presented and approved by Planning Commission on <br />April 28th and ARB on April 22nd. BZD concurred with Planning and ARB recommenda- <br />tions. Mr. Tallon .moved council approve the Red Lobster Inns of America proposal, <br />including all recommendations by ARB and Planning Commission as well as BZD <br />Committee recommendation that all damaged lighting fixtures be removed, replaced <br />or repaired immediately, second by Mr. Bohlmann. Roll call on motion: Affirma- <br />tive vote: Bohlmann, Lackey, McKay, O'Grady, Tallon. Negative vote: Wilamosky. <br />5 Aye - 1 Nay - Motion carried. <br />c. Sopata Construction Company, 24834 Lorain Road, Proposal to <br />construct a garage behind existing building. Approved by Planning Commission <br />on April 28th and ARB on April 22nd. Committee concurred with Planning and ARB <br />recommendations with the inclusion of the approval of the Engineering Department. <br />Mr. Tallon moved council approve the Sopata Construction Company proposal, in- <br />cluding all recommendations listed above, second by Mr. Bohlmann, unanimously <br />approved. <br />2) Committee discussed the Barton Woods Condominium fence removal. After much <br />discussion, BZD Committee agreed with the adjacent home owners that the original <br />agreement should stand, saw no reason to change the agreement. Fence is to be <br />replaced by July 1st, 1987; also, the total fence is to be repaired and brought up <br />to proper maintenance standards by June 1st of 1987. <br />3) Bradley Woods Subdivion final plat was discussed. Committee feels the final <br />plans submitted do not reflect the promises made by the developer at the BZD <br />Committee meeting for the variance on the cul-de-sac length. Architect requested <br />that the proposal be retained in committee until he can discuss with the developer. <br />Committee agreed to do so. <br /> <br />
