Council Minutes of S/b/87 -4_ <br />4) Brief discussion was held on the procedural structure of the BZD Committee; <br />,: letter containing the changes will be forwarded to all department heads and <br />board and commission members concerned, <br />5) Brief BZD Committee Meeting was held this evening with respect to United <br />Dairy Farmers proposal to construct an ice cream store at Columbia and Lorain <br />Roads. They asked that the proposal be changed: a mirror image flip-flop from <br />north to south. BZD Committee has no objection. Mr. Tallon moved council <br />approve the United Dairy Farmers' proposal to change their plans with a north to <br />south flip-flop, second by Mr. Bohlmann, unanimously approved. <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) There will be a police auction of bicycles and other articles on May lbth, <br />at 10 A.M., at the North Olmsted Police Department. <br />2) Safety Committee Meeting was held on Monday, April 27th with Captain Krynak, <br />Fire Chief Van Kuren, Assistant Chief Osterhouse, Safety Director Becker, City <br />Engineer Schaller, Law Director Gareau, Councilmen Lackey, McKay and O'Grady in <br />attendance. Committee discussed the parking on both sides of Maplehurst which is <br />causing serious problems for emergency equipment. Committee unanimously agreed <br />to prohibit parking on the fire hydrant side of Maplehurst Avenue; Ordinance No. <br />87-38, covering this pr©hibition, is on first reading this evening. <br />3) Committee discussed Claque Road/1480 traffic. The "no right turn on red" sign <br />for westbound Brookpark Road at Claque has helped some but the problem still <br />exists. City Engineer had recommended the assignment of a full-time police <br />officer, to be provided by the county, to monitor morning traffic at this problem <br />area; city is awaiting a reply to this recommendation. Committee discussed the <br />prohibition of right turns on red off. of 480 onto Claque Road at all times; it <br />was agreed by all that this would serve no useful purpose. Captain Krynak feels <br />that the "no right turn on red" during morning and afternoon rush hours is <br />sufficient; police officers will be assigned at the location to be sure the law <br />is being obeyed. <br />4) Committee discussed the current blasting ordinance and in line with Chief Van <br />Kuren's recommendations has increased the fee to $50 straight fee to apply for a <br />blasting permit and have .also given the Fire Chief permission to use qualified <br />inspectors in addition to fire personnel if the need arises. City will charge <br />contractors $25 per hour, with a minium of six hours, at any time they need <br />supervision. Legislation covering these changes is on first reading tonight - <br />Ordinance No. 87-37. <br />5) Committee discussed the dangerous intersection at Walter and Lorain Roads and <br />requested City Engineer Schaller to perf orm a traffic survey, required by the <br />Ohio Department of Transportation, prior to any signalization plans. Will turn <br />it over to the Finance Committee then to see if the necessary funding of $60,000 <br />can be found. <br />6) Committee discussed the frozen dessert peddlers ordinance and have made <br />several changes: the fee per vehicle has been raised to $200; the time frame is <br />now from January 1st to December 31st, effective January 1st of 1988. The <br />sales hours have been changed and peddlers may operate from 1 P.M. to 7 P.M. <br />on Sundays and from 10 A.M. to 5 P.M. all other days of the week, including <br />Saturdays. The BYetton Ridge Homeowners Association had requested a total pro- <br />hibition of vendors in their subdivision; Law Director advised such a prohibition <br />would be illegal. <br />Mr. Lackey, Chairman Recreation, Public Parks and Buildings Committee reported: <br />1) Summer schedule of the Recreation Department is in the mail; tray also be <br />picked up at the Rec Center and City Hall. Sign-up far the Summer Program is <br />Saturday, May 9th, at 9 o'clock at the Rec Center. <br />2) Landmarks Commission voted to get bids for signs to establish the Historical <br />District for the Butternut Ridge Road area; once bids are received, the plans <br />for this area will be presented to council. <br /> <br />
