a <br />Council Minutes of 4/7/87 -6- <br />Mr. Wilamosky asked Mrs. Jack what. innovative ideas and concepts she would initiate <br />'~"' in aperati~ng another van.. Mrs. Jack said she would ask council to support senior <br />~''' citizens and hire van drivers. In response to Mr. Wilamosky's question as to how <br />much this would cost, Mrs. Jack replied that Don Copeland had given those figures <br />to council; she believed $17,000 would be necessary to provide for four van drivers. <br />Mrs. Jack discussed the criteria for the hiring of a van driver. <br />Mr. Tallon stated that he had phone calls about the van; he was told that Mrs. Jack <br />had told the senior citizens to call their councilmen and ask them to include monies <br />in appropriations fora van.. The callers also told Mr. Tallon that Mrs. Jack had <br />made the statement that "Mr. Copeland was not permitted to speak at council's <br />meetings". Mr. Tallon asked Mrs. Jack if she had made such a statement; Mrs. Jack <br />replied, "No, I did not". <br />Mr. Lackey asked if the scheduling for the van drivers could be handled by the <br />Division on Aging without hiring any additional personnel; Mrs. Jack responded that <br />she could-not answer that question; the department is currently understaffed and <br />this is a difficult job; perhaps volunteers could help out. <br />Mr. Wilamosky asked what efforts had been made by Mrs. Jack to make Community <br />Responsive Transit, through RTA, more available to the community. Mrs. Jack stated <br />she has talked with CRT; they only come to a community two days a week; riders must <br />have a pass and have to give notice. CRT does not make itself available to the city's <br />wants, needs and desires; they seem to have a manpower shortage themselves. Talks <br />with them have been to no avail.. Mr. Wilamosky stated that North Olmsted supports <br />the. Regional Transit Authority and under the UM'TA requirements RTA is required to <br />provide all participating communities with CRT. Would hope that RTA is not <br />"snowing" Mrs. Jack by indicating they are having problems; feels they have a re- <br />sponsibility to North Olmsted and Mrs. Jack has a responsibility also to bring <br />CRT to North Olmsted. Mrs. Jack stated that she has been trying for fifteen months <br />to get van drivers. Mr. Wilamosky asked if this were true then why, when the <br />administration presented the appropriation recommendations, was the need for drivers <br />absent? Why was there no provision for hiring additional drivers? Why was there <br />no appropriation to purchase a van? If Mrs. Jack was aware of the need 15 months ago, <br />why was it absent from the Mayor's recommendations relative to funding? Mrs. Jack <br />stated that for the last f fifteen months the council has been aware and has denied <br />the request. <br />Roll call on the motion to suspend the rule requiring three readings as well as <br />ref erral to committee on Ordinance No. 87-35, unanimously approved. Mr. O'Grady <br />moved for adoption, second by Mr. Lackey, unanimously approved. Ordinance No. $7-35 <br />adopted. President Saringer suggested that a meeting be held with the seniors, <br />congressmen and senators to try and get CRT services to North Olmsted residents. <br />Miscellaneous business: <br />Mr. McKay moved council approve an expenditure of $6.95 from Council's Organization <br />and Travel for the secretarys' luncheon sponsored by the Chamber of Commerce, on <br />Thursday, April 23rd, second by Mr. Lackey, unanimously approved. <br />Mr. Wilamosky asked the administration if it had been determined who had erected <br />the single fence between the Halleen and Kenny King properties when the plans <br />called for two fences. Mayor responded that Kenny King had erected the fence; <br />Hallen has not erected a fence. A letter has been sent to Mr. Halleen asking him <br />to come back through the Planning Co~nission and through proper channels to be <br />in compliance with plans. She did not know if Halleen had responded to -,the letter; <br />will look into it and advise Mr. Wilamosky. <br /> <br />
