Council Minutes of 3/17/87 -4- <br />2) Committee met with Mr. Allan Ext of Cablevision of North Olmsted, to discuss <br />~ the proposed rate increases. There is a question as to whether proper 60 day <br />notif ication had been rendered to subscribers as required in the contract between <br />the City of North Olmsted and Cablevision. Mr. Ext explained there was perhaps some <br />problem with some of the not if ications getting out 60 days in advance, although he <br />felt the spirit of the law had been met. After further discussion, the members of <br />council, by a 4 to 2 poll, directed Mr. Ext'and Cablevision to suspend any rate in- <br />crease until 60 days after the final resident had been notified, which would have <br />been on or about March 6th of 1987. Therefore, any rate increase for basic service <br />shall not take place before May 5th, 1987. There will be further meetings between <br />committee and representatives of Cablevision to discuss proposed increases and other <br />aspects of cable service. <br />3) Legislative Committee Meeting, scheduled for last week, was. postponed. due to <br />other committee meetings overlapping the same night; will wait until after the <br />annual appropriation ordinance has been. adopted and will reschedule at that time. <br />Mr. Lackey, Chairman Recreation, Public Parks and Buildings Committee reported: <br />1) North Olmsted Hockey Club, Mite AA Division and Peewee Division were state <br />champs in the State Hockey Tournament recently held. Bantam AA Team, were runners up. <br />Feels this shows there is an excellent hockey program in North Olmsted. <br />2) Registrations were held, and are up considerably, for the Learn to Skate Program <br />and the Learn to Swim Program. Is glad to see this increased participation and hopes <br />it will continue to build. <br />Letters and Communications: <br />Clerk read letter from Mr, and Mrs. William T. Mantle, 26989 Whitethorn, objecting <br />to a 41~ increase in cable television rates by Cablevision. Asks the City of <br />North Olmsted to act on subscribers' behalf to have the rate increase lowered to a <br />reasonable amount, in keeping with inflation, or have Cablevision show just cause <br />for the high rate increase. Mr. Logan will take the letter into his committee to <br />be discussed at the next meeting with Cablevision representatives and will invite <br />the Mantle Family to be in attendance at that time. <br />Audience participation: <br />Madeline Brookshire, 5140 Hampton Drive, thanked council for reinstating the $2,000 <br />for the Horizon budget and begged them to consider reinstating the $3,000 they <br />previously received since this will mean matching funds of $3,000 from the state. <br />Mr. Wilamosky advised that committee is committed to the Horizon Program, which is <br />why they assumed the responsibility for reinstating it with a funding of $2,000. <br />If there is room for movement will see what recommendations can be made for an <br />increase. Committee has had to come up with $5,700 to bring back three programs <br />that were not originally funded so it was not just a matter of funding Horizons alone. <br />Mayor Petrigac stated that the Handicapped Program had never been cut from the budget; <br />Mr. Wilamosky stated the Handicapped Program was scheduled for elimination in June <br />of 1987, based on the figures submitted by the Mayor in the appropriation recommendation. <br />Also, the Senior Craft Program was scheduled for elimination in June; Mayor agreed that <br />the Senior Craft Program was to be~eliminated but the Handicapped Program was not. <br />LEGISLATION: <br />Ordinance No. 86-45 introduced by Mayor Petrigac was given its third reading. An <br />ordinance establishing a new Chapter 747 entitled, "Admissions Tax", of Part 7 of <br />the Codified Ordinances entitled, "Business Regulation Code". Mr. McKay moved to <br />table Ordinance No. 86-45, second by Mr. O'Grady, unanimously approved. Ordinance <br />No. 86-45 TABLED. <br />
