~+ MINUTES OF THE MEETING OF THE CDUNGIL <br />OF THE CITY OF NORTH OLMSTED <br />MARCH 3, 1987 <br />Present: President Janet Saringer, Councilmen Lackey, Logan, McKay, <br />O'Grady, Rademaker, Tallon, Wilamosky. (Mr. McKay present <br />at 8:30 P.M.) <br />Also present: Mayor Yvonne Petrigac, Law Director Michael Gareau, Finance <br />Director Edward Boyle, Clerk of Council Florence Campbell. <br />Meeting was called to order by President Saringer at 8:00 P.M., in Council <br />Chambers, 5200 Dover Center Road. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance to the Flag. <br />Minutes of Regular Council Meeting of February 3, 1987, were approved. <br />Minutes of Special Council Meeting of February 12, 1987, were approved. <br />Minutes of Regular Council Meeting of February 17, 1987, were approved. <br />Mayor Petrigac reported: 1) As requested by Council, Mayor met with Mr. and Mrs. <br />Joseph Sepesy and Mrs. Marcella Talcott; also had a private meeting with Admini- <br />strator Betsy Jack. The main thrust of the Sepesy and Talcott complaints about <br />the Senior Center seemed to be that it is not as it was in the past. This is <br />true; the Center, in the past, was under the direction of the Assistant Director <br />who reported to the Director of Human Resources. At that time, the Assistant <br />Director primarily ran the Center and planned events and activities there. The <br />Director of Human Resources picked up some of the outside activities but had very <br />little communication with the Assistant Director. The seniors wanted a separate <br />Division of Aging where they would not have to came under the Director of the <br />Department of Human Resources; their director at the Senior Center could report <br />directly to the Mayor. In 1985, this was accomplished; the activities no longer <br />only include the Center but total outreach as well; service to seniors unable to <br />come to the Center has Increased drastically; it is impossible to add whole new <br />programs for these seniors and continue other full-time programs at the Center <br />at the same level of service. The problem with the discontinued bingo games is <br />explained by Prosecutor Don Albenze; would like this to be a part of tonight's <br />minutes; a copy of this letter has been sent to Mr. Sepesy. With respect to the <br />Advisory Board, the number of people serving on this board should be decided by <br />the seniors; Mayor feels one liaison person from the Mayor's office is sufficient. <br />While the Mayor feels the members of the Advisory Board should probably all be <br />60 years or older, this also should be the decision of the board. As far as the <br />van is concerned, Mayor would suggest to council that they consider paying a van <br />driver from the General Fund as is presently done in Westlake, Bay Village and <br />Fairview Park; possibly a person could be hired to coordinate some of the activi- <br />ties at the Center - three or four hours a week. Has provided council with much <br />information which will explain the intention of the Division of Aging, including <br />providing specialized services and programs for older persons throughout the <br />community, not just those who use the Senior Center facility. <br />2} Has requested council to consider the appointment of Michael Betts to the <br />Planning Commission. <br />3) The information requested by Councilman Wilamosky from Director Cunningham is <br />in the process of being compiled; questions regarding income tax have been for- <br />warded to the proper source; real estate information is being gathered. <br /> <br />
