Council Minutes of 3/3/87 -2- <br />4) Although it has been some time since former Council President Woerpel formed <br />a Liability and Risk Management Task Force to look into the best approach for <br />liability insurance and to examine methods which might prevent a loss exposure, <br />the Mayor has not yet received any reports. In February, a memo was sent to <br />Council with respect to a meeting about self-insurance sponsored by the Mayors <br />and Managers Association. Council determined, this evening, in caucus, that <br />the City of North Olmsted will attend the organizational meeting at a cost of <br />$500. <br />5) Berea City Council has adopted a resolution, No. 87-42, which supports the <br />North Olmsted legislation asking for the distribution of sales tax for transit <br />purposes. <br />6) Would like to publicly thank Safety Director Becker, Fire Chief VanKuren, <br />Police Chief Marsh, Acting Building Commissioner Sanker and Director of Human <br />Resources Copeland for the excellent and professional manner in which they <br />handled a life-threatening situation for the residents of the Buckeye Motel. <br />City Prosecutor Albenze was most helpful during this time. <br />Mr. Wilamosky stated that council would welcome any recommendations the Mayor has <br />relative to funding a van driver and asked her to detail what line item the <br />money might be expended from. With respect to the Advisory Council of the <br />Division of Aging, it is his understanding they are functioning under bylaws <br />previously adopted which are explicit in stating that the Division of Aging <br />Administrator shall serve as Chairman; how could the administrator arbitrarily <br />make a decision relative to naming someone other than herself to serve as Chair- <br />man? Would hope that the administrator would comply with the present bylaws <br />until such time as a Bylaws Committee is established and the bylaws changed. <br />With respect to his letter to Director Cunningham requesting income tax and real <br />estate tax information, Mr. Wilamosky is surprised that such information was not <br />available in the Budget and Management office and not contained in the work sheets <br />used by the Five Year Planning Committee which Mr. Cunningham chaired; felt this <br />information had been needed to substantiate some of the committee's recommendations. <br />In any event, Mr. Cunningham did not indicate that he would be forwarding any in- <br />formation at all to Mr. Wilamosky, merely that he was forwarding the request on <br />to Regional Income Tax. <br />With regard to Mr. Tallon's question regarding the van only being available to <br />North Olmsted Seniors on one day last week, when it should be available 75~ or <br />15 hours a week, Mayor Petrigac stated she would attempt to find out what had <br />happened that particular week; the city has not been able to hire drivers that <br />meet all the criteria set for them; this has cut back on the use of the van. <br />Mr. Lackey pointed out that the hiring of one van driver will not alleviate the <br />situation; city is going to be looking at a cost of $20,000 for van drivers and <br />its allotment towards the purchase of the new van; both council and the admini- <br />stration will have to meet and address this issue of financing. <br />Mr. Logan asked what the .administration is recommending to develop revenue to <br />try and close the gap of the $15,000,000 deficit shown in the Five Year Planning <br />Committee report. Mayor Petrigac responded that she has already dictated a letter, <br />responding to Mr. Wilamosky's letter regarding this deficit, and covering every <br />detail of her recommendations, including her recommendation for a tax. <br /> <br />
