Council Minutes of 3/3/87
-5-
Mr. Tallon, Chairman Building, Zoning and Development Committee reported:
1) BZD Committee met on Wednesday, February 25, 1987. Mr. Logan and he were
in attendance along with Acting Building Commissioner Sankey and Engineer McDermott.
Committee handled the Building Department requests as follows:
a. Space Age Industrial Design, Permanent Parcel 233-46-10 and
233-06-16, Bradley Road, southwest of 31152 Bradley Road, proposal to construct
building in limited industrial area. Planning Commission approved the plans on
February 24th and ARB on February 18, 1987.. Af ter discussion, committee concurred
with all committee recommendations and approved the proposal as recommended. Mr.
Tallon moved council approve the above stated proposal, including all recommendations
by Planning Commission, ARB and BZA, second by Mr. Logan, unanimously approved.
b. Suburban Auto Body, proposal. to raze existing home and create a vehicle
storage area and parking lot. Plans approved by Planning Commission on February 24th.
After discussion, BZD Committee concurred with the recommendations of the Planning
Commission with the addition that a six foot fence be staggered along the 50 foot
setback so as to allow privacy for the residents to the north; from approximately
55 feet on the west side of the property, extended to the middle dove, continued
on the east side of the drive to the. east drive; landscape to be mounded three foot;
the inclusion of two panels or 16 foot south of the fence on the west side of the
property; also, to include shielding of the existing light. Mr. Tallon moved council
approve the above stated proposal, including all recommendations by BZD Committee,
second by Mr. Logan, unanimously approved.
Mr. Logan asked the Law Director what his recollections were with respect to any
arrangement or agreement between the city and Suburban Auto Body with regard to plans
for the front area. Mr. Gareau stated that an addition had been put on a couple of
years ago and because Dover Road was under construction there was not adequate
opportunity to develop plans for parking and things of that nature; that was to be
held in abeyance until such time as .Dover Road was completed and at that time the
Building Commissioner was to look at the project and determine whether or not the
way it was being utilized was consistent with the ordinances of the city; these are
two separate and distinct issues.
Mr. McKay, Chairman Environmental Control Committee as well as Streets and Drainage
Committee reported: 1) Environmental Control Committee met on Monday, February 3rd,
to discuss the possible problems pertaining to clean air indoors being polluted by
smoking; committee is aware of the discomforts caused by inhaling tobacco smoke in
public establishments. In reviewing current ordinances from another community,
committee finds that most of the requirements therein are already being met in North
Olmsted on a voluntary basis. Committee does not feel that legislation is required
at this time; if anything changes, it will be reviewed at a future date. It might
be noted that all three members of the Environmental Control Committee are non-smokers.
Because Chairman Rademaker was ill and unable to attend the last Transportation
Committee Meeting, Mr. O'Grady gave the following report: 1) Transportation Committee
met on February 23rd to review Resolution No. 87-8 which authorizes the Director of
Public Service to advertise for bids for one new automobile for the North Olmsted
Bus Line. Members McKay and O'Grady were in attendance. After reviewing the legis-
lation, committee met with Finance Committee and continued discussion; both committees
are in favor of the resolution and support its passage.
Mr. Logan, Chairman Intra-Governmental Relations and Legislative Committee re-
""' ported: 1) Moved council approve the appointment of Mr. Michael Betts to the
~"` Planning Commission, second by Mr. O'Grady, unanimously approved.
:-.rF.'s
