Council Minutes of 3/3/87 -6- <br />Mr. Rademaker, Chairman Transportation Committee as well as Long Range Planning <br />Committee reported: 1) Long Range Planning Committee met on February 26th to <br />discuss community projects for funding under the Community Development Block Grant <br />Program. In attendance were City Engineer Schaller, Director of Human Resources, <br />Don Copeland, Councilmen O'Grady, McKay and Lackey. Prior to the coanttittee meeting, <br />a Public Hearing was held wherein Director Copeland explained the history and pur- <br />pose of CDBG Funds. After considering several projects and .their potential for <br />economic development in the city, committee decided on what is being called "the <br />Cook Road Water Main Project". This proposal is for .the installation of a 16-inch <br />water main from Cook Road in Olmsted Township. Purpose of the project would be to <br />increase water pressure and other services to the west end of North Olmsted. Esti- <br />mated cost is approximately $1,000,000. North Olmsted is looking to filing a joint <br />application with Olmsted Township, thus possibly receiving funding to a maximum of <br />$800,000 over a two year period. If North Olmsted applied on its own, without <br />participation with Olmsted Township, the project would be funded at a rate of <br />$200,000 a year maximum over a two year period, City will seek engineering and <br />other assistance from the Cleveland Water Department. Committee voted unanimously <br />to recommend "the Cook Road Water Main Project" for Community Development Block <br />Grant Funds. <br />2) Committee also discussed a prior CDBG project: a traffic island at the inter- <br />section of Porter and Lorain Roads. This was approved in 1985, for completion in <br />1986, however the status of this project still remains unresolved. Will try and <br />resolve the funding for this project sometime by the end of this week. <br />Letters and Communications: <br />Clerk of Council reported receipt of a letter from Mrs. Estelle King pointing out <br />that the Norfolk Island pine plant, currently placed in the city hall atrium, was <br />originally presented to the Senior Citizen Center by her and her. husband in honor <br />of his parents, Mr. and Mrs. Frank King. <br />Audience participation: <br />Earl Beck, 5409 Dorothy Drive, referred to Law Director's report with respect to <br />the Halleen truck lot lighting report; asked what time frame is being considered. <br />Law Director Gareau responded that if no official response to his letter to <br />Halleen's attorney was received by the end of this week, .the Law Director will ask <br />the court to establish another trial date and will prepare its witnesses to go to <br />trial. <br />Roy Garland, 4576 Camellia Drive, representing the Community Education Program, <br />informed council that a Cotm~tunity Education Planning Grant had been put together <br />for the purpose of setting up some educational programs. Passed out literature <br />describing the first symposium which has four planned meetings. Cost for a single <br />program is $10; all four cost $25. <br />Irene Schultz, 6725 Nancy Drive, gave a resume of the January 29th and February 11th <br />Advisory Board Meetings at the Senior Center, as well as the February 2bth meeting <br />when the board attempted to review the recommendations of the Bylaw Committee. She <br />also described the duties to be performed by the Division. on Aging. Asked that <br />Mr, Sepesy and all who believe as he does to resign from the Advisory Board. If <br />it will restore peace and harmony to that board, she will also resign. The Senior <br />Center and the Division of Aging should be in the control of people who have a sincere <br />desire to see it move forward and accomplish its goals. <br />+a Mildred Strauss, President of the North Olmsted Senior Citizens Club, stated that <br />she is a resident of Olmsted Township, is also a representative on the Advisory <br />Board. At the last Advisory Board Meeting, Mr. Fred Hatton read the bylaws and <br />stated that 60~ of the people on the Advisory Board had to be citizens of North <br />Olmsted, in other words, she had no business being there. She left the meeting <br />at that time but will continue to attend meetings in the future and will continue <br />to go to the Senior Center. <br /> <br />
