Council Minutes of 3/3/87 <br />-7- <br />In order to clear up any misconceptions with respect to the establishment of the <br />Division of Aging, Law Director Gareau read from the Charter of the City of <br />North Olmsted, Section 6, Paragraph B: "The Department of Human Res©urces shall <br />have included therein a Division of Aging, which shall be administered by an <br />Administrator who shall be responsible for supervising and coordinating all <br />activities dealing with or relating to the social aspects of aging. Said Ad- <br />ministrator shall be appointed by the Mayor and shall be answerable to the Mayor. <br />He shall likewise perform such other duties consistent with his off ice and as may <br />be required by ordinance of Council or as directed by the Mayor". <br />Carolyn James, 4305 Coe Avenue, addressed Councilman Tallon with respect to his <br />comments about the van scheduling. Van runs 20 hours per week; priority is <br />medical, food, visiting ill and sick people and last are the clubs. This priority <br />was set by the Department of Human Resources. She is in charge of the van scheduling <br />and there has never been a week that the van has not run 20 hours. If council is <br />so interested in what is being done at the Senior Center, why don't the councilmen <br />come to the center and ask the seniors who attend? Ms. James stated that she has <br />signed documents to back up her statement that the van runs 20 hours every week; <br />75~ of the hours are used to transport North Olmsted citizens; will send copies of <br />these documents to Mr. Tallon. <br />Fred Hatton, 5204 Porter Road, clarified some misunderstandings with regard to the <br />Senior Center. The center is a helper, not a social club; it was built with city <br />and federal funds; it is open to any and all senior citizens. There are no charges, <br />entrance fees or clubs to join; it is a place to enjoy and take advantage of all the <br />programs offered under the Division of Aging. It is a center to pres~te, support and <br />inform senior age citizens of services, facilities, programs, activities and volunteer <br />opportunities available. <br />Ruth Love, North Olmsted resident, praised the programs and activities offered at <br />the Senior Center as well as the many volunteers who make them successful. Feels <br />Betsy Jack is doing an excellent job. <br />Margaret McKay, 5197 Columbia Road, stated that both she and her husband, Councilman <br />Dean McKay, have visited the Senior Center many times; have received many phone calls <br />and Letters with respect to the present problems there. Feels the Senior Center <br />was set up to be run by the seniors, let them do it. <br />Lois DeBrodt, 23141 Stoneybrook Drive, President of Community Council, said she has <br />been unable to find anyone to do the wiring at North Olmsted Park for Homecoming; <br />asked everyone present to contact her if they knew of any electrician who would <br />volunteer his time. <br />Jim Burns, 3978 Dover Center Road, Member of the Five Year Financial Planning <br />Committee, stated he has read and heard all the rhetoric about the committee <br />being formed to justify a tax increase and about the differnent types and what <br />type of tax increases were being looked at. This rhetoric will either become a <br />moot point or will be settled within a year. After that, the city will go forward <br />and still be in need of review, on a continual basis, of its needs and where it <br />stands. Like any business, their rudder that steers their ship are the budgets <br />they prepare; the long range forecasts; their master plan. Would .ask the admin- <br />istration, through the Office of Budget and Management, and council, to consider <br />putting some vehicle or some method into operation whereby the City of North Olmsted, <br />in the future, will continue this budget process of extending not only to the <br />appropriations but also to future years what the anticipated needs of funding <br />and where the money is to be spent - where it should go. <br /> <br />
