Council Minutes of 2/17/87 <br />-2- <br />Mr. Logan asked the Mayor if the Ad Hoc Committee had been directed or advised <br />or was it their intention to come up with a tax increase and did they, indeed, <br />come up with a tax increase proposal. Mayor responded "no, they did not." Mr. <br />Logan pointed out that one sentance, under conclusions and recommendations, <br />n <br />states: the painful but only practical source of needed revenue is in the <br />realm of tax increase". He also pointed out that there is a differential of <br />about fifteen million dollars between projected revenue and projected expenditures; <br />that differential tends to indicate that a tax was being suggested. Discussion <br />continued. <br />Mr. McKay stated that he is happy that the State of Ohio has lived up to its <br />obligation with respect to repairs to Columbia Road; feels the $15,000 is a <br />reasonable price for the City of North Olmsted to pay. <br />Law Director Gareau reported: 1) Will submit a brief in the Koster Case, the <br />school guard, tomorrow. Although this involves a minor amount of money, feels <br />it is important for the city to establish a principle. <br />2) Received the transcript in the Romp Case; it is about 500 pages long; will be <br />reviewing and preparing assignments of error. While it is due in twenty days, <br />expects to get an extension of thirty days within which to file a brief. <br />3) Since last report on Nightfall, a hearing was held. A tentative agreement was <br />reached with respect to construction of a fence; fence is supposed to be erected <br />by the 20th. Plans were presented to the Engineering Department and things are <br />pretty much on a "go" course now. <br />Finance Director Boyle reported: 1) City has received its unaudited statement from <br />Regional Income Tax Agency for year ending. December 31, 1985. Collections were up <br />87 over 1985; up 2.77 over projected figures. Average increase for all communities <br />in the RITA are up 87; North Olmsted was up 127 or so. Costs were up 1.87 over <br />1985 but only 937 of the budgeted amount. City's cost for collections will be 2.517 <br />as opposed to the projected 2.617 so collections will be less expensive than esti- <br />mated. Since RITA withholds approximately 47 from the city's collections, per <br />month, North Olmsted will be receiving somewhere in the area of a $50,000 rebate <br />during this year. <br />2) In 1983, city entered into agreement with ODOT to redo Lorain Avenue, west. <br />City paid ODOT $61,090 as 107 of the cost; project is now completed; total cost <br />was $493,223.66 so today received a check in the amount of $11,765.32 as repay- <br />ment of the city's share. Next year, should receive the other portion for <br />Lorain Road which also came in under projected costs.. <br />3) Feels compelled to mention that while the Mayor was not at the first meeting <br />of the Five Year Committee, committee WAS instructed to come up with a tax plan <br />for November, 1986; this was its first charge; the second charge was the Five <br />Year Plan. <br />Mr. Rademaker, Chairman Long Range Planning Committee as well as Transportation <br />Committee announced that a Public. Hearing would be held on February 26th at <br />7 o'clock for Community Development Block Grant Funds; immediately thereafter, <br />Long Range Planning Committee will discuss any proposals for the use of these funds. <br />Mr. Logan, Chairman Intra-Governmental Relations and Legislative Committee re- <br />ported: 1) Moved Council approve the appointment of Mr. John Thomas to serve on <br />the Planning Commnission, second by Mr. McKay, unanimously approved. <br /> <br />
