Council Minutes of 2/17/87 -3- <br />In the absence of Mr. Wilamosky, Mr. Tallon gave the following Finance Committee <br />report: 1) Committee met on February 4th with all members in attendance as <br />` well as Councilmen McKay, Lackey, O'Grady and Finance Director Boyle. Committee <br />discussed the Mayor's recommendations regarding 1987 appropriations; reviewing <br />continues. <br />2) Discussed a transfer within the Police Department; legislation is on the agenda; <br />committee has no objection. <br />3) Discussed the council-at-large salary for term beginning January 1, 1988; <br />recommends the amount passed by council at the special meeting of February 12th. <br />4) Committee reconvened on February 9th and continued review of Mayor's appropri- <br />ations. Met with Georgia Wilder, North Olmsted YDP Coordinator; discussed activi- <br />ties and duties of the counsellor. Despite the Mayor's recommendation to cut funds <br />for YDP Counsellor, committee feels this is not in the best interests of the <br />community and therefore decided to fund this position for the full. year. In the <br />absence of a recommendation from the Mayor,. regarding a specific area to fund YDP, <br />the committee will be .coming forth with a funding recommendation. <br />5) Committee reconvened on February 16th; recommends an appropriation for the Sewer <br />Treatment Plant; legislation is on the agenda tonight for spare parts as well as <br />systems supplies and maintenance and committee has no objection. <br />6) There seems to be a misunderstanding that not enough money was appropriated in <br />the temporary budget for the Senior Center craft worker; the committee has <br />appropriated enough money in the-wage item for recreation to cover this position. <br />7) Committee discussed the administration's attempt to pay employees through the <br />use of a requisition. Committee finds this action deplorable and nothing more than <br />a covert attempt to increase payroll expense and cover it up by trying to increase <br />payroll and hide it in a non-payroll line item. If it's payroll then committee <br />wants it in payroll. <br />8) Committee will meet on February 23rd at 7:30 P.M. and requests Chief Marsh, <br />Chief VanKuren, City Engineer Schaller and Director Becker to be in attendance. <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Moved Council have no objection to the issuance of a C1 and C2 liquor permit <br />for United Dairy Farmers of Cincinnati, Incorporated, dba United Dairy Farmers, <br />24652 Lorain Road, North Olmsted, Ohio,. second by Mr. Ta11on, unanimously approved. <br />Mr. Lackey, Chairman Recreation, Public Parks and Buildings Committee reported: <br />1) Is in receipt of a communication from the Landmarks Commission reporting on <br />their activities over the last year; copy will be submitted to all councilmen. <br />Will also be presenting the Landmarks Commission's request for some funding to <br />the Finance Committee. <br />2) Attended the open skate at the Recreation Center yesterday and expressed <br />appreciation to Director Tom Fattler for a job well done; it was very, very well <br />attended. <br />Letters and Communications: <br />Clerk of Council reported receipt of letters from Senator Suhadolnik and House <br />Speaker Riffe thanking her for receipt of copies of Resolution No. 86-129 <br />regarding distribution of sales tax revenue for transit. purposes on an equitable <br />basis. Clerk also expressed appreciation to Finance Director Boyle and Clerk <br />Linda Spencer for handling the duties of Clerk of Council in her vacation absence. <br />Audience participation: <br />Joseph Sepesy, 4268 Plumwood Drive, referred to a recent letter in the Chronicle <br />Telegram written by Irene Schulz and contradicted every paragraph. Would like <br />to see all politics and all politicians removed from the Senior Center; the <br />seniors have done a superb job for seven years without them. General discussion <br />continued with respect to many complaints at the center. President Pro Tem O'Grady <br />asked the Mayor to meet with the Administrator on Aging and report back to council <br />on the many complaints that seem to be surfacing. <br />
