Council Minutes of 2/3/87 -4- <br />Mr. Tallon, Chairman Building, Zoning and Development Committee reported: <br />~'" 1) BZD Committee met on Wednesday, January 28th, at 7:45 P.M. In attendance <br />were Councilmen Tallon, Logan, Rademaker and Wilamosky as well as Building <br />Commissioner Spino. The following Building Department requests were discussed: <br />a. Fraulein's, 25700 Lorain Road, proposal to convert existing <br />commercial building to a lounge and restaurant. .Approved by ARB, Planning <br />Commission and BZD Committee, all with recommendations. Committee approves <br />proposal, including all board and commission and committee recommendations, <br />and with the BZD. Committee's further recommendation for the elimination of <br />parking spaces Number 5, 31 and 32 and the handicapped spaces. to be indicated <br />Number 1 and Number 30; the removal of a portion of the building is included <br />in the proposal with no delay allowed; to include the rear northwest door and <br />rear door through the kitchen exit. Mr. Tallon. moved council approve the <br />Fraulein's proposal as stated above, including recommendations, second by Mr. <br />Rademaker, unanimously approved. <br />b. Suburban Glass and Tire Incorporated, 23672 Lorain Road, proposal <br />to refurbish exterior of building. Special permit was granted by Board of Zoning <br />Appeals on December 3, 1986. ARB and Planning Commission approved with recommendations. <br />BZD Committee approved the proposal as submitted, including the recommendations of <br />the BZA, ARB and Planning Commission. Mr. Tallon moved council approve the <br />Suburban Glass and. Tire proposal as stated above, including recommendations, <br />second by Mr. Rademaker, unanimously approved. <br />c. Jerry Galbreath Building, 29168 Lorain Road, proposal to convert <br />former racquet ball club to off ice building. Variance for parking granted by the <br />BZA on January 7th. Approved by Planning Commission, with recommendations. <br />Approved by BZD Committee as submitted, with the inclusion of all recommendations of <br />the BZA, ARB, Planning Commission and BZD Committee. Mr. Tallon moved council <br />approve the Jerry Galbreath proposal as stated above, including all recommendations, <br />second by Mr. Logan, unanimously approved. <br />d. Fragapane Building, 28625/28645 Lorain Road, addition to rear of <br />building, already constructed. Approved by Planning Commission on January 27th. <br />After discussion, an agreement between Mr. Fragapane and his neighbor, Mr. Brelo, <br />was reached. BZD Committee approved the proposal as submitted, with the inclusion <br />of a 5 foot, board-on-board fence, from the rear southwest corner of the building <br />to the extreme south, along the property line to the extreme southwest corner of <br />the Fragapane lot; fence to be installed by May 15, 1987. Owner and neighbor both <br />asked for police surveillance of the back parking lot; Mr. Wilamosky has sent a <br />note to Safety Director asking for extra police attention to this area. Mr. Tallon <br />moved council approve the Fragapane addition as stated above, including all <br />reco~nendations, second by Mr. Logan, unanimously approved. <br />Mr. McKay, Chairman Environmental Control Committee as well as Streets and Drainage <br />Committee reported: 1) Streets and Drainage Committee met on January 29th with <br />Councilmen O'Grady, Wilamosky and Lackey in attendance as well as City Engineer <br />Schaller. Committee discussed Resolution No. 87-4, accepting for dedication certain <br />streets within the Pebblebrook Subdivision and has no objection. <br />2) Committee discussed Ordinance No. 87-5, accepting an easement from Donald Wagner <br />for storm sewers located in Lorain Road; purpose of this ordinance is to provide <br />access for the city to clean this portion of the sewage system. Committee has no <br />objection. <br />
