Processing Request in Central Office. <br />The Bureau of Utilities and Properties reviews the proposal, secures <br />the recommendation of the ~-ssistant Deputy Director, Real Estate <br />Administration, and prepares a letter and forwards copies of the proposal <br />to the following offices for their review and recommendation: <br />1) Chief Engineer, Operations. <br />2) Assistant Deputy Director, Design Development Administration. <br />3) Administrator, Bureau of Right of Way Engineering. <br />4) FHWA, when applicable. <br />A written "before" and "after" appraisal by a staff (or fee) ap- <br />praiser stating the aunt he estimates the abutting property will be <br />enhanced by the proposed vacation or modification, is normally not <br />obtained until an "in house" review is completed. Notification to proceed <br />with preparation of the appraisal is made to the Bureau of Appraisals by <br />the Bureau of Utilities and Properties. -The appraisal will be reviewed by <br />a review appraiser with the approval made by the Chief Review Appraiser. <br />d. Processing Request Through FHWA (when applicable). <br />Where there has been Federal participation in the cost of the highway <br />project, the request for vacation of right of way or modification of <br />limited access must be sent by the Bureau of Utilities and Properties to <br />the FHWA for review and approval. Included in the request to FMWA will <br />be: <br />1) An explanation of why the right of way is not needed. <br />2) A plan which identifies the proposed vacation or modification <br />of limited access, in relation to construction features and to <br />the remaining right of way. <br />3) Copy of Appraisal. <br />If the proposed vacation of right of way or modification of limited <br />access involves right of way in which Federal funds participated. in the <br />cost of its acquisition, and the private party or public agency is <br />required to make a payment to the State, such payment based on the current <br />8 <br />~-~~ <br />
