After the meeting, some members <br />of the audience gave another suggestion, that being, to decrease the tax credit. <br />This could be another area in the event the tax proposal fails in May. <br />6) On November 12th, the Boy Scouts will be passing out bags for food; the bags <br />will be distributed door-to-door; they will be retrieved by the Boy Scouts on <br />November 19th and brought to the North Olmsted Service Garage which is one of <br />twelve distribution points in county. <br />7) Introduced Stanley L. Cesen, the new consulting engineer, who previously <br />worked in the Building and Engineering Departments of the City of Euclid from <br />1967 to 1988. Mr. Cesen has also been. a special projects engineer for the <br />county and worked for Howard Needles Engineering, the engineering firm Cuyahoga <br />County has selected to work on the Clague Road Project. <br />Mr. Bohlmann asked the Mayor to repeat her view on the Rec Center roof repairs; <br />did she state she was willing to borrow money with a proposed revenue increase? <br />Mayor responded that she is willing to borrow to get the project going, as long <br />as there is a way to pay back included in the initial plans for borrowing. <br />Mr. Bohlmann stated that this is not a problem that has occurred overnight; <br />there has been a concern for probably the last four years; at least two studies <br />were done and some recent repairs were made a year and a half ago. An income tax <br />issue was placed on the ballot last November; it was defeated. No issue was placed <br />on the ballot this past May. The Mayor opposed placing an issue on the ballot this <br />November; an income tax or some kind of revenue increase should have been on the <br />ballot this November to address the pool roof problem which was well known. Mr. <br />Bohlmann does not agree with the Mayor's proposal to go out now and borrow the <br />money without a source of revenue to pay it back. Mayor Petrigac agreed that <br />an issue should probably have gone on the ballot in May; Mr. Bohlmann added that <br />if it had failed in May then it .could have been on this November. <br />Law Director Gareau reported: 1) Has been notified by the Court of Common Pleas <br />that a hearing date has been set, within the next two weeks, with respect to <br />the Nighfall contempt order. <br />2) This past week, negotiations have started with the Police Department for a <br />wage package covering the next two or three years. <br />Finance Director Boyle reported: 1) Rocky River Court. has advised that through <br />the end of the third quarter of 1988 their expenses have exceeded their revenues <br />by $26,163.22. City's share is 32.56 or $8,518.74, probably payable in January <br />of 1989. <br />2) County Budget Commission has advised that the Perry Nuclear Plant will be <br />assessed at 507 of market value as opposed to the 98~ that was bandied around <br />for the last year. It is not going to have a big impact on the city but will <br />have a major impact on the school district. <br />Mr. Wilamosky stated that he understood the money from the Perry Plant was to <br />be divided between the schools, the county and the City of North Olmsted; what <br />is the city's anticipated share? Fiance Director. Boyle responded that this <br />was unknown at this time; he has requested Mr. David Bloom, County Budget <br />Commission, to rework his figures and forward them; hopes to have the figures <br />before the next council meeting; by then, should have the values of tax rates <br />for 1989 also. <br />
