Council Minutes of 11/1/88 <br />-4- <br />c. Horizon's Bank, minor exterior change proposed in order to <br />add an ATM machine. Committee has no objection. Mr. Tallon moved to approve <br />the Horizon's Bank proposal to add an ATM machine, second by Mr. Bohlmann, <br />unanimously approved. <br />Mr. McKay, Chairman Environmental Control Committee as .well as Streets and <br />Drainage Committee reported: 1) Streets and Drainage Committee met on Wednes- <br />day, October 26th, to discuss Ordinance No. 88-119, the vacating of one foot <br />of land on the south end of Maplehurst Road and Cypress Drive. The purpose of <br />the vacation is to protect the single family residential integrity of the <br />Olmsted Colony Subdivision which is right next to the multi-family development <br />of Olmsted Township. Committee believes this ordinance is in the best interest <br />of the North Olmsted residents and recommends passage of same. <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met <br />on October 24th with all members in attendance as well as Mayor Fetrigac, <br />Finance Director Boyle, Superintendent Crider, Police Chief Marsh and Councilmen <br />McKay, O'Grady and Boehmer. With Chief Marsh, committee discussed Ordinance <br />No. 88-117 which provides for improving afire alarm system in the cell area; <br />cost of the installation will not exceed $3,000 and will be paid for from the <br />Law Enforcement Trust Fund. Committee has no objection and will be asking for <br />suspension of rule requiring three readings and passage this evening. <br />2) Committee discussed Ordinance No. 88-116 which provides for a transfer of <br />appropriations. Committee has no objections to the ordinance but did want to <br />include two additional items; council has been provided with revised copies of <br />this ordinance which now includes an additional $150 for Service Director - <br />Organization and Travel, as well as an Additional $1,000 for legal advertising. <br />Will be asking for suspension of rule requiring three readings on this also. <br />3) Committee discussed with Superintendent Crider, the need for a new position <br />of Pretreatment Coordinator, with a salary range. of $12,500 to $20.,500, and <br />hope to have legislation ready for the next council meeting. <br />4) Discussed with Michael Benza which of the priorities submitted by the Mayor <br />would be eligible for Issue Two grant funding. Mr. Benza stated that under the <br />grant portion of the Issue Two monies, the project classification "rehabilitation" <br />would have priority over "new construction". The ten items discussed were <br />a) Deerfield, Phase Two - new construction; b) signalization - new construction; <br />c) Recreation Complex - not eligible at all; d) Country. Club Boulevard - rehabil- <br />itation; e) Elm road reconstruction - rehabilitation; f) Clague Road retention - <br />rehabilitation; g) Sunset Oval - rehabilitation; h) Lorain Road water line re- <br />lining - rehabilitation; i) Barton Road water line and relining - rehabilitation; <br />j) Bradley Road Culvert - new construction. The review and approving body will <br />consist of seven members - two from City of Cleveland, two from Cuyahoga County, <br />two representing Mayors and Managers Association and one director. The City of <br />Cleveland and Cuyahoga County's basic responsibility is with bridges. Council <br />and Mayor Petrigae should look at formulating a program but before the city can <br />make an application it has to do the engineering. The cost of engineering for <br />Country Club Boulevard alone would come to about $180,000. The first two years <br />is grant money - it is strictly free money. If the proposals are not accepted <br />as a grant, then. the city, to move ahead and make application for additional <br />funding would have to be funded on a "pay-back" basis to Issue Two - it would <br />not be a grant, it would be a loan. Council. must consider if it wants to go <br />ahead and spend money for engineering, not knowing if it is even in the running. <br />Frankly, suspects most of the grant money is going to wind up within the parameters <br />of the City of Cleveland because of the structure of the system where Cleveland <br />has essentially four votes - two with the County and two of their own. Will be <br />meeting again for further discussion. to at least establish some goals. <br />
