Council Minutes of 10/4/88 _4_ <br />4) Committee then discussed Ordinance No. 88-75, which creates a new Chapter 1141 <br />of the Zoning Code, entitled "Office Building District";.this has been in <br />committee since June and BZD Committee has been working with Planning Commission <br />to develop the ordinance. Committee-approves the ordinance, as amended, with <br />the further stipulation that Section 1141,08, Subsection B1 and B2 be eliminated. <br />The ordinance is on second reading this evening and committee recommends <br />approval by council. <br />5) Committee also discussed the Biskind Development Corporation rezoning proposals, <br />from Residence Multiple District to Office Building District. This proposal <br />is to rezone certain parcels of land, located north of Brookpark Road, between <br />Columbia Road and Great Northern Boulevard, from the current zoning of Residence <br />Multiple District to Office Building District as defined in proposed Ordinance No. <br />88-75, not yet approved, as well as to rezone certain parcels of land, located <br />north of Brookpark Road, between Columbia Road and Westview Drive, from "C" <br />Residence Single District to Office Building District as defined in proposed <br />Ordinance No. 88-75, not yet approved. Legislation covering this proposal will <br />be drawn up and placed on the agenda for the next council meeting. <br />6) Next item discussed was the Church of St. Clarence, 30106 Lorain Road, proposal <br />to add church to existing activity center; heard by Board of Zoning Appeals on <br />June 8,.1988 and by Planning Commission on .July 26, 1988. Mr. Tallon moved to <br />approve the St. Clarence proposal as per ARB and Planning Commission recommendations <br />as above stated, second by Mr. O'Grady, unanimously approved. <br />7) Committee also discussed Valvoline Instant 0il Change, 24866 Lorain Road, pro- <br />posal to construct a building; committee concurred with the approval and recommenda- <br />tions of ARB and Planning Commission. Mr. Tallon moved to approve the Valvoline <br />Instant Oil Change proposal as above stated, second by Mr. O'Grady, unanimously <br />approved. <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met on <br />September 27th with all members in attendance as well as Directors Boyle and <br />Cunningham, Councilpersons Bahas, McKay and O'Grady. Mayor Petrigac also was <br />in attendance later in the evening. Committee discussed the sewer rate agreement <br />for Olmsted Township; first billing charge will be a combination of three major <br />components: the user charge, the debt service and the billing charge from the <br />City of Cleveland. Starting in November, the charge for North Olmsted residents <br />will be about $15.08 per thousand cubic feet of sewage. The rate for the Township <br />will be $19.41 per thousand, plus an additional $3.08 per quarter for billing. <br />2) Committee also discussed some figures relating to self-insurance with Director <br />Cunningham; discussion dealt with employee hospitalization programs and committee <br />was quite pleased with the figures Mr. Cunningham presented; city will be looking <br />at approximately a $4,000 per month reduction on a self-insured program. Committee <br />was interested in getting some cost figures on a more current, contemporary cost <br />and Mr. Cunningham agreed he would put this together for further discussion and <br />evaluation. <br />3) Committee also discussed Ordinance No. 88-95 and an amendment was made in the <br />area of the Sewer Revenue Fund. Mr. Wilamosky moved Ordinance No. 88-95 be amended <br />as follows: Section 1, Sewer Revenue Fund, line item "Carbon", strike out $5,000 <br />and insert $1,500 under the Decrease Column; strike out $15,000 and insert <br />$18,500 under the Revised Column. Line item "Plant Vehicle Expense", strike out <br />$5,000 and insert $1,500 in the Increase Column; strike out $$,500 and insert <br />$5,000 under the Revised Column, second by Mr. Tallon, unanimously approved. <br />Committee has no objection to Ordinanc No. 88-95 as amended. <br />
