<br />Council Minutes of 9/20/88 _3_ <br />2) Committee also discussed a request presented by Councilman Wilamosky and <br />Service Director Noble with respect to covering an existing major storm drain- <br />age ditch behind properties on Angela Drive. The presentation dealt with <br />culverting the section running behind twelve homes, at a cost of materials <br />to each home owner of approximately $900; city will provide the labor to in- <br />stall the materials purchased by the home owners. Committee supports this re- <br />quest as being in the best interests of the city and further will possibly <br />look into developing a program such as this to be carried out in other areas <br />of major storm ditches if the abutting property owners are willing to partici- <br />pate. <br />3) Committee very briefly discussed Issue Two money with Michael Benza who ex- <br />plained the state and local involvement; further discussions will be held. <br />Audience participation: <br />Lillian Kordish, 28541 Alden, stated she was not happy. with the legislation <br />covering peddlers from out of state; feels it should be a stronger piece of <br />legislation and outlaw such vendors completely. Law Director Gareau stated <br />that regulation of such vendors, plus strict enforcement of the regulations, <br />will remove any problems in the future. Mrs. Kordish also questioned Council- <br />woman Bahas on her proposed legislation which expresses council's intent to <br />refrain from establishing a new tax for the construction of .the Bassett/Stearns <br />Extension if passed by the voters in November. Mrs. Bahas responded that there <br />will be no specific tax levy predicated on the belief that there is going to be <br />available money. She believes a responsible government must plan for the future <br />and must document its present cammittments which is exactly why the resolution <br />is on first reading tonight. <br />Ed Frick, 25710 Kennedy Ridge Road, stated his objections to the plans pro- <br />posed by Developers Diversified; does not feel a court can tell the city what <br />it has to do. The traffic in the area is already a problem; the proposal is <br />a monstrosity that will ruin the city; does not want council to approve this <br />proposal. <br />Bill Lackey, 4449 Ranchview, also discussed the Developers Diversified pro- <br />posal. Was advised that the indication was that the multi-family section would <br />be apartments; Parcel A contains 13.5 acres for off ice buildings; there would be <br />100 rooms in one of the hotels and 200 rooms in the other one; the first construction <br />sequence is the multi-family and the second sequence is the office buildings. <br />Linda Melda, 4286 Porter Road, stated she would like to clarify the issue on the <br />ballot for the Crocker Road Extension: it is not a tax issue - it is strictly a <br />consent ordinance to begin looking and obtaining federal, state or county funds <br />to build the road. These funds are for road building only and cannot be used for <br />any other purpose. They cannot be used for repairing existing roads, nor for the <br />installation of computerized traffic synchronization or anything else. <br />LEGISLATION: <br />Ordinance No. 88-94 introduced by Mr. Tallon was given its second reading. An <br />ordinance creating new and revised Chapter 721 of the North Olmsted Codified <br />Ordinances, entitled "Peddlers, Solicitors, Canvassers, and Transient Vendors", <br />and declaring an emergency as amended. <br />~~w~-...~Ae <br />
