Council Minutes of 9/6/88 _4_ <br />Audience participation: <br />Mr. Richard Noble, Service Director, asked if the $345,000, in public utility <br />taxes, as reported by Mr. Boyle, is to be divided between the school system <br />and the city; would hate to .find out that the windfall for the city would be <br />only $60,000, based on 18~ share. Finance Director Boyle responded that accord- <br />. ing to his conversation with Mr. Chambers, the $345,000 was the city's; will <br />check further on this since the head of the department, who is the person <br />Mr. Boyle usually talks with, was unavailable. <br />Mr. Richard Miles, 4617 Selhurst Road; Sally Rieser, 4442 Silverdale; <br />Mary Lindquist, 4495 Selhurst; Mr. Francis Cool, 4627 Selhurst, discussed the <br />deplorable condition of these streets. .Would like to be placed in a higher <br />position on the Street Repair and Improvement Program. Various members of <br />council discussed the condition of North Olmsted's streets in general and <br />advised that they are certainly aware of the need for repairs but unfortunately <br />there is no money available to carry out the program; only street done in the <br />last three years was West 231st Street. A copy of the list of streets to be <br />repaired will be forwarded to Mr. Miles; also, Acting City Engineer will be <br />requested to inspect Selhurst again with respect to the possibility of moving <br />it up on the list of streets, as well as investigating the feasibility of in- <br />stalling sidewalks on one side of the street at least for safety's sake. <br />Gemma Szabo, Bradley Road, reported that when sY~e attempted to get help at <br />Fire Station Two, on Sunday morning, at approximately 6:45 A.M., when her <br />husband was experiencing same breathing difficulties, she was unable to get <br />anyone to answer the door, even though she knocked and called out loudly. <br />When she called the Fire Station on Monday, to ask that a loud bell be in- <br />stalled at the door, and explained her vain attempt to rouse a fireman, she <br />was told that it would not have done any good since there was no one on duty <br />at that time. He did advise her that there was a phone on the premises that <br />could be used if no one answered a knock on the doors. Mrs. Szabo phoned <br />various members of council as well as Safety Director Becker to report on <br />this bad situation. Safety Director Becker reported that he had checked into <br />the complaint and found that there were three firemen on duty, who were indeed <br />asleep at .6:45 A.M., at Fire Station Two; the phone was in working order at <br />the station; if Mrs. Szabo had opened the screen door on the visitor's side of <br />the station a buzzer would have sounded inside which probably would have awakened <br />the firemen. Safety Director also checked the telephone tape at Station One, <br />where all calls are recorded as well as the daily log. Did not find any call <br />from Mrs. Szabo from 12:30 P.M. on Monday through 2 A.M. Tuesday morning. Did <br />find the tape and the conversation Mrs. Szabo had with Lt. Don Herrmann, a twenty- <br />year member of the department; nowhere did Lt. Herrmann say that there was no one <br />on duty at the station. Councilwoman Bahas commented that people in panic situ- <br />ations do not look for phones when trying to get someone to answer a door; <br />suggested that a bell be installed at the door as a backup measure. <br />Before moving into legislation, President Saringer announced that the rule re- <br />quiring three readings would be suspended on Ordinance Nos. 88-93, 88-96 and <br />88-98. <br />.... ~~~. <br />
