r• <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JULY 19, 1988 <br />Present: President Janet Saringer, Councilwoman Bahas, Councilmen Boehmer, <br />Bohlmann, McKay, O'Grady, Tallon, Wilamosky. <br />Also present: Mayor Yvonne Petrigac, Finance Director Edward Boyle, Clerk of <br />Council Florence Campbell. <br />Meeting was called to order by President Saringer at 8:00 P.M., in Council Chambers, <br />5200 Dover Center Raod, North Olmsted, Ohio. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance to the Flag. <br />President Saringer announced that a suspension of the rule requiring three read- <br />ings would be requested on Resolution No. 88-90. <br />Mayor Petrigac reported: 1) Board of Control met on July 12th to discuss. the pro- <br />posal for the Recreation Complex roof. Of the nineteen firms who were invited to <br />bid, four responded; Boggemyer Design Group was the lowest and best bidder at <br />$5,800. <br />2) City has received NOACA's recommendations regarding their traffic survey for <br />six intersections; will be discussing with the proper administration personnel <br />and will pass on their recommendations to Safety Committee Chairman Boehmer. <br />3) An Elder Drive resident suggested that the city explore the possibility of an <br />amendment to the North Olmsted/Olmsted Township contract that would hold the <br />Township liable for any and all damages incurred by North Olmsted residents in <br />surrounding areas with respect to sewer backup in their homes. Councilman <br />Wilamosky has copy of the sewer agreement as does Clerk of Council. Since this <br />will be discussed in committee, suggests that :this suggestion be taken into con- <br />sideration. <br />Finance Director Boyle reported: 1) With respect to the Industrial Park Road, <br />the ordinance was passed June 21st and had to go through a thirty day referendum <br />period after the Mayor's signature on June 22nd. This referendum period ends on <br />Friday of this week; city should be able to price the borrowing on Monday and <br />close the issue soon after in order to make the funds available in time for the <br />contracts. <br />2) Ordinance No. 88-91 also relates to the Industrial Park and creates a fund, <br />within the Special Assessment Groups, to account for the borrowing, legal fees, <br />all construction costs, etc. Feels this should be passed this evening under <br />suspension of rule requiring three readings so when the borrowing is done, the <br />money can go directly into this newly created fund. <br />3) At a recent Finance Committee Meeting, Finance Director was asked to have <br />Squire, Sanders and Dempsey draw up income tax legislation; he has done so but <br />it could not be written in time for this evening's agenda. It is more complicated <br />than first thought; SSD want to pass it through some of their partners and then <br />have a copy submitted to Finance Committee Chairman Wilamosky, after which it can <br />be discussed at a Council-of-th-Whole Committee Meeting. <br />4) With respect to the sewer agreement which will be introduced this evening, <br />there are sections which allow small changes withoutcouncilmanic review; large <br />changes have to go through council.
