.. -~ <br />Council Minutes of 6/21/88 _3_ <br />Mr. Bohlmann, Chairman Intra-Governmental Relations and Legislative Committee <br />reported: 1) Legislative Committee met on June 14th with all members present <br />as well as President Saringer, Linda Holtz, Randy Palmer, Alice Holmok, Bob Wendt, <br />and Director Don Copeland. Committee discussed Ordinance No. 8$-77 which <br />establishes fees for Community Cabin/Senior Center and repeals Ordinance No. 87-100. <br />Will request suspension of rule requiring three readings so ordinance will be ex- <br />pedited and new fees initiated as soon as possible. <br />Due.. to Chairman Tallon's absence at the last BZD Committee Meeting, Member Bohlmann <br />gave the following report: 1) BZD Committee met on Thursday, June 16th,. to review <br />Ordinance No. 88-37 and has no objection. <br />2) Committee also reviewed Ordinance No. 88-52 and recommends adoption. <br />3) After reviewing Ordinance No. 88-75, committee agreed to refer this legislation <br />to the City Planner. <br />In the absence of Chairman McKay, Mr. Wilamosky gave the following Streets and <br />Drainage Report: 1) Streets and Drainage Committee met on June 16th and discussed <br />the 1986 street rating report; it is the intent of the committee to follow as <br />closely as possible this report when it comes time to address some of the needs <br />relative to street repair. While recognizing there have been some changes and <br />the need for some flexibility, this 1986 report will be followed as closely as <br />possible. <br />2) Additionally, committee discussed a joint venture that called for participation <br />with the City of Westlake to resurface Maple Ridge Road; since no dollar figures <br />were available at this meeting, another Streets and Drainage Committee Meeting <br />will be held on Monday, June 27th, at 8:15 P.M. Would request Finance Director <br />and Service Director to be in attendance; would ask Mr. Boyle to have information <br />available as to the amount currently encumbered and what flexibility is available <br />with respect to dollars already appropriated for street repair. Hopefully, the <br />committee can then formulate a position and make a recommendation to council. <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met on <br />June 15th with Mayor, Director Boyle and majority of committee in attendance. <br />Committee discussed Ordinance No. 88-71 that basically provides an inter-fund <br />transfer within the Treatment Plant Fund, adding $2,000 for retirement and vacation <br />pay. Committee has no objection. <br />2) Committee discussed Ordinance No. 88-72 which reflects a transfer from the <br />Street Maintenance Fund to the newly created Vehicle License Tax Fund; committee has <br />no objection. <br />3) Committee discussed Ordinance No. 88-74 which establishes a rate of compensation <br />in the amount of $25 per meeting for the Clerk of Commissions, retroactive to <br />January. 1, 1988; committee has no objection since this was an oversight and should <br />have been incorporated in earlier legislation. <br />4) Committee. discussed Ordinance No. 88-74 and agreed that Section 2 and Section 4 <br />should be struck, the following sections renumbered correctly, and the title <br />include the words "as amended" prior to second reading this evening. Will amend <br />the legislation later in the meeting, prior to its second reading. <br />5) With Ordinance No. 88-74 being amended, there will be no need for Ordinance No. <br />88-73 and Mr. Wilamosky will be asking that this ordinance be tabled under <br />ti'he legislation portion of tonight's meeting. <br />Audience participation: <br />Rick Noble, 4771 Clague Road, North Olmsted Director of Public Service, advised <br />Council. that there should be no confusion with respect to the $141,000 reported <br />out by Finance Director Boyle. This is no windfall; this amount is already in- <br />cluded in the 1988 Sewer Revenue Fund and included in the 1988 budget. <br /> <br />
