f <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MAY 4, 1988 <br />Present: President Janet Saringer, Councilwoman Bahas, Councilmen <br />Boehmer, Bohlmann, McKay, Tallon, Wilamosky. <br />Also present: Mayor Yvonne Petrigac, Law Director Michael Gareau, Finance <br />Director Edward Boyle, Clerk of Council Florence Campbell. <br />Absent: Councilman O'Grady. <br />Meeting was called to order by President Saringer at 8:05 P.M., in Council <br />Chambers, 5200 Dover Center. Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance to the Flag. <br />Minutes of the Council Meeting of April 19, 1988, were approved. <br />President Saringer announced: 1) Resolution No. 88-56, a resolution supporting <br />the PASSPORT Program, and Ordinance No. 88-57, a transfer of appropriations, are <br />being added to tonight's agenda. <br />2) Suspension of the rule requiring three readings will be requested on Ordin- <br />ance No. 88-53. <br />Service Director Noble gave the following Mayor's report: 1) The legislature <br />has finally determined the criteria for Issue 2. The bill calls for at least <br />a 107 local match for repair and replacement of facilities. Community can use <br />only 57 funding for new construction in first two years but the limit climbs <br />to 207 in the last three years of the program. New construction requires at <br />least 507 local matching funds. Taken off the top of the $120,000,000 per year <br />issue will be $12,000,000 for communities with populations under 5,000; up to <br />2.5 million for emergencies; one million in years two, three and. four for sewer <br />and water improvements, and enough to insure a minimum of $300,000 per county. <br />Subsequent distribution should yield about 14.5 million in grants and loans <br />within Cuyahoga County. Distribution decisions will be made by .local committees. <br />Cuyahoga County's committee will consist of seven members representing the county, <br />City of Cleveland, urban municipalities and the private sector. Committee action <br />will require five affirmative votes. <br />2) Tonight, council will be considering a resolution regarding the PASSPORT Pro- <br />gram. Population of persons age 65 years and older is projected to increase by <br />77 by 1990.. For those age 75 and older, the projected increase by 1990 is 117. <br />In District Six, the number of people 65 and older is 12,552. PASSPORT gives <br />Ohioans an alternative to nursing home placement and is currently available in <br />many counties in Ohio but not Cuyahoga County. <br />3) City Forester Dave Wendell, the Mayor and. Service Director attended the third <br />Tree City Award Ceremony in University Heights last week. Ohio is .the first <br />state to have more than one hundred Tree City communities, Arbor Day was cele- <br />brated on April 27th with the planting of additional trees in North Olmsted Park. <br />_~~ ec- <br />
