Council Minutes of 5/4/88 -2- <br />4) Skateboard ramps are becoming an issue for North Olmsted and other communities. <br />5) Thanked Jim Boehmer and .Pat Bahas for their donation to the Senior Center <br />Auction, which was so'successful that 3t will. be regeated next year. <br />6) Meeting was held with Directors Boyle, Cunningham and Fattier to discuss poss- <br />ible changes in the titles of department clerks who deal with finance. A few <br />issues need to be resolved with the union before legis~.ati~in is drafted for council's <br />approval. <br />7) The Town Club will be donating a flag and flag pole, with lighting, for North <br />Olmsted Park.. <br />8) Feels sure everyone is aware that the city's application for a Com;nunity Block <br />Grant was approved. Legislation for the road into the Industrial Park should be <br />ready for next council meeting. Service Director Noble commended Mayor Petrigac's <br />efforts on behalf of obtaining the CDBG funding. <br />Mr. Tallon commented on the funding provided by Issue 2: the House of Representatives <br />and the Senate have insured that there will be superstructure .money for years to <br />come; this is not a "quick fix" solution. They have set up a funding system, through <br />a self-generating fund, which will give cities low interest loans. One of the <br />problems to be faced is that there will be a tremendous amount of engineering to <br />be done. Before a project. will be considered, by the seven members of the board, <br />the city must have a multi-year plan; it has to be a comprehensive-type situation. <br />Issue 2-money allows no money whatsoever for planning; all planning is to be done <br />at the local level. While Mr. Tallon feels it has good and bad points, he also <br />feels it will tend to help greatly in the long run. <br />Mrs. Bahas commented on the CDBG funding recently approved. Would like to commend <br />Don Copeland, Director of Human Resources, for putting the grant together and <br />writing it. He has had much success over the years and his expertise in putting <br />grants togehter has resulted in North Olmsted receiving the Senior Center and <br />many other positive results. Without his expertise and dedication, and his <br />reputation at the county level and within the City of Cleveland, this grant might <br />not have been possible. <br />Law Director Gareau reported: 1) The City of North Olmsted has been successful <br />in the Slifka Case with an approximate savings of $20,000 in that litigation. <br />2) For the past two weeks, with Assistant Law Director Dubelko, has been pre- <br />paring the oral argument in the Cooper Case. On Monday, appeared before the <br />Sixth Circuit and argued the case; the case has been heard and submitted; will <br />be receiving the decision of the court sometime in the immediate future. <br />Mr. Bohlmann, Chairman Intra-Governmental Relations and .Legislation Commmittee re- <br />ported: 1) Legislative Committee met on April 21st at 8 P.M. In attendance were <br />Chairman Bohlmann, Council members Bahas and Wilamosky, Pat Martin, Director Don <br />Copeland, Mr. Palmer, Mrs. Schultz and Mrs. Holmok. Purpose of the meeting was to <br />discuss Ordinance No. 87-100 covering the cabin fees. Objections were made re- <br />garding the payment of a deposit for each time the cabin was used. It was <br />suggested that one deposit per year would be sufficient to cover all the Commun- <br />ity Council groups; this suggestion was agreeable to committee members. There <br />was also an objection to paying rent on the equipment which the various groups <br />had originally donated; this would be a very quick way of eliminating future <br />donations. Director Copeland is going to review Ordinance No. 87-100 and sub- <br />mit some recommendations to the committee. <br /> <br /> <br />
