Council Minutes of 4/5/88 _3_ <br />2) Committee also reviewed a flood and pollution control survey conducted by the <br />Engineering Department in the Deerfield Estates area. Recommendations included <br />having downspouts from twelve homes in the area disconnected from the sanitary <br />sewer system; cleaning and improvement of the outlet ditch that drains into <br />Westlake to increase its capacity:; installation of new catch basins and flood <br />controllers; installation of two underground tanks at 25187 Chase and 25190 Deer- <br />field. Estimated cost of catch basins, controllers and retention tanks would be <br />$64,350. Would like to meet with Finance Committee to discuss funding for this <br />project. <br />Mr. O'Grady, Chairman Transportation Committee reported: 1) Transportation Committee <br />met on March 23rd with Councilmen Boehmer, Tallon, and O'Grady in attendance as well <br />as Service Director Noble. Committee discussed Ordinance No. 88-28, which covers <br />the replacement (within the right of way only) of McKenzie Road over an unnamed <br />creek which is north of Cook Road, and recommends passage. Cost of the proposal <br />is to be jointly funded by the county and the city; the city's portion is in the <br />1988 appropriation ordinance. <br />Mr. Bohlmann, Chairman Intra-Governmental Relations and Legislative Committee <br />as well as Recreation, Public Parks and Buildings Committee reported: <br />1) Legislative Committee met on March 23rd and discussed Ordinance No. 88-33, <br />which is an ordinance adopting a new and revised Chapter 1331 of the Codif ied <br />Ordinances entitled, "Dangerous or Unsafe Buildings". Committee has recommended <br />some changes and has returned it for amending. Since the amended version has <br />not yet been received, Ordinance No. 88-33 has been removed from the agenda. <br />Mr. Boehmer, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Safety Committee met on Wednesday, March 23rd, with Councilmen Bahas, McKay, <br />Wilamosky and Boehmer in attendance as well as Safety Director, Service Director <br />and Captain Krynak. Committee discussed eliminating the "no turn on red" sign <br />for westbound traffic on Brookpark Road and replacing it with a "right turn on <br />red, after stop" sign. Committee believes the replacement sign, as well as <br />striping and painting the lanes to direct traffic, will eliminate a lot of the <br />existing problems. This change was requested by the Police Department, Safety <br />Department and Service Department. Committee has no objection. <br />2) Mr. Boehmer moved council have no objection to the issuance of an F2 liquor <br />permit for Nova New Organization For The Visual Arts, Great Northern Corporate <br />Center, for a function to be held on Saturday, May 7, 1988, second by Mr. Tallon, <br />unanimously approved. <br />President Saringer announced that four new pieces of legislation were added to <br />the agenda: 88-41, 88-42, 88 -43 and 88-44; Ordinance Nos. 88-27 and 88-33 have <br />been removed; suspension of rule requiring three readings will be .requested for <br />Ordinance Nos. 88-38, 88-39 and 88-43. <br />Letters and Communications: <br />Mr. Wilamosky announced receipt of a petition from Terrace Drive residents, <br />requesting improvements to their street. Requested the Clerk of Council to <br />submit a copy of the petition to the administration and the Streets and Drainage <br />Committee of Council. <br />Clerk of Council announced receipt of a letter from Law Director Gareau with re- <br />spect to accusations made against him by Mr. Kostrek at the last council meeting; <br />Mr. Gareau believes the accusations are false, unfair and totally lacking in <br />credibility. Attached to Mr. Gareau's letter was a twelve page transcript of the <br />phone conversation that took place between Mrs. Kostrek, the referee with the <br />Board of Review for Unemployment Compensation and Law Director Gareau.
