<br />Finance Director Boyle reported: 1) Preliminary work on the fined assets inventory
<br />has been completed; is awaiting departmental confirmation and adjustments. City
<br />has approximately 17.6 million dollars in buildings; 8 million dollars in equip-
<br />ment and 3.2 million dollars in vehicles.
<br />2) Has been advised by the Internal Revenue Service that they no longer issue
<br />rulings for free. When asking a question, you must pay them $400 up front and
<br />then they will answer it, so the city can not have a Pension Pick-up Program.
<br />until they are paid the $400 and that is why Ordinance No. 88-23 must be passed
<br />under suspension of rule requiring three readings this evening. Finance Director's
<br />question is "is a Pension Pick-up Plan a type of deferred compensation".
<br />3) Has recently talked with JoAnn Lynch of the Budget Commission with respect to
<br />excessive charges regarding workmens' compensation. Ms. Lynch was not a whole lot
<br />of help but a few interesting facts surfaced. While the city payroll in 1986 was
<br />7.4 million and rose in 19'87 to 8.1 million, an increase of .7 million, the city
<br />rate rose from 1.74 to 2.81, an increase of 1.07. This information has been turned
<br />over to Mr. Dennis Rademaker and he will investigate the cause of these changes.
<br />4) Has today received information from Regional Income Tax Agency regarding the
<br />checks the city has been receiving. Income tax collection is down $8,591.91, which
<br />is a 1.497 decrease. The average commuunity in RITA is up 27 and it is just the
<br />beginning of the year. Just wants council to be aware that the income tax is not
<br />looking too good this early and did not want to come back in September and inform
<br />council.
<br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met on
<br />February 2nd with all members in attendance. Committee. discussed Ordinance No.
<br />88-14, providing for the creation of a fund that fines and bond forfeitures may
<br />be placed into, with Chief Marsh. Committee has no objection.
<br />2) Committee discussed Ordinance No. 88-11, which deals with workmens' compensation;
<br />as Mr. Boyle indicated, there seems to be an excessively high expenditure for
<br />workmens' comp but the city is obligated at this time and hopefully Mr. Rademaker
<br />will make some determination and give some input to council as to what the rationale
<br />is behind the increase.
<br />3) Also discussed was Ordinance No. 88-17, the updating of sanitary sewer tap-in
<br />charges. Council's recommendation was to create a vehicle whereby Olmsted Township's
<br />rates would increase at the same time North Olmsted's costs increased. Will continue
<br />to .discuss Ordinance No. 88-17 at the next Finance Committee Meeting.
<br />In the absence of Chairman Tallon, Mr. Bohlmann give the following BZD Committee
<br />report: 1) BZD Committee met on February 15th with Mr. Tallon, Mr. Bohlmann, Mr.
<br />Wilamosky and Mrs. Bahas in attendance. Committee discussed the Bradley Oaks
<br />Subdivision; they have apparently conformed to the Engineering Department's requested
<br />changes and will be on the agenda for the next BZD Committee Meeting.
<br />2) Committee also reviewed Ordinance Nos. 88-4 and 88-15 and have no objection.
<br />Mr. O'Grady, Chairman Transportation Committee reported: 1) Transportation Committee
<br />met jointly with Safety Committee on Wednesday, February 10th. In attendance were
<br />Mayor, Safety Director, Service Director, Chief Marsh, Chief Van Kuren, Captain Krynal~
<br />and Council Members Wilamosky, McKay, Bahas, Tallon, Boehmer and O'Grady. Ordinance
<br />No. 88-10, a traffic signal study by Traffic-Pro, was discussed. This study would
<br />involve five major intersections: Brookpark/Great Northern, Clague/Lorain,
<br />Country Club/Great Northern, Columbia/Lorain and Great Northern/Lorain. In addition
<br />to the traffic signal study, they will also do a three year study on accidents at
<br />all these major intersections and report back to council. Transportaion and Safety
<br />Committees recommend passage of Ordinance No. 88-10•
