Livingston's, formerly "Eddie's", Great Northern Shopping <br />Center,. proposal to alter entrance in the rear of the Great Northern Plaza. <br />Committee recommended that two walls be changed as follows: west wall to be <br />sealed off completely for security reasons; east wall to have securiiy lighting <br />installed because of utility meters in this area. BZD concurred with Planning <br />Commission and ARB, therefore Mr. Bohlmann moved Council approve Livingston's <br />proposal as above stipulated, second by Mr. O'Grady, unanimously approved. <br />Mr. McKay, Chairman Environmental Control Committee reported: 1) Environmental <br />Control Committee met on Wednesday, January 27th with Mayor Petrigac, Safety <br />Director Becker, Councilmen O'Grady and Wilamosky in attendance. Committee re- <br />viewed Ordinance No. 88-3 dealing with registration and notification on the use <br />of pesticides. It was determined that the language in Section 759.03 was rather <br />vague as to whether the Service Director should notify abutting residents or <br />whether it should be done by the commercial user; everyone agreed that the notifi- <br />cation should be the responsibility of the commercial user and the ordinance was <br />so amended. <br />Mr. Boehmer, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Safety Committee met and discussed an F2 liquor permit for the St. Patrick's <br />Day Marching Committee, 30106 Lorain Road, and has no objection. Mr. Boehmer <br />moved council have no objection to said F2 permit, second by Mr. O'Grady, unani- <br />mously approved. <br />Mrs. Bahas, Chairman Long Range .Planning Committee reported: 1) Long Range Planning <br />Committee met February lst with all members of council in. attendance with. the exception <br />of President Saringer. Also in attendance. was Mayor Petrigac, Service Director Noble, <br />Safety Director Becker and Human Resources Director Copeland. Director Copeland gave <br />an overview of procedures and regulations necessary to receive Community Development <br />Block Grant Funds. Mayor explained that the Cook Road Water Line Project could not <br />meet the criteria for CDBG to receive funding. Members of Council chose three back- <br />up proposals from a list of thirteen suggestions as follows: a) resurfacing and <br />curbing of Butternut Ridge Road; b) building a uni-sex restroom facility that would <br />be accessible to the handicapped; c) a tree planting proposal in a designated area. <br />Ordinance Nos. 88-19 and 88-20 reflect the decisions of the committee. <br />President Saringer reported: 1) Committee of the Whole Meeting was held Monday, <br />on January 25th. Six councilmen were in attendance along with Mayor, Director <br />Cunningham, Director Becker, Building Commissioner Conway, Mr. Howenstein and <br />Mr. DeBrodt. Director Becker outlined the Mayor's five point program of the <br />planning process. After discussion, it was agreed that the City Planners will <br />meet with council and the administration to plan a joint planning venture. <br />Council will interview council's candidate and the administration's candidate on <br />February 8th. <br />2) President Saringer is in receipt of several communications with respect to <br />a severe safety problem at the intersection of Country Club and Great Northern <br />Boulevard. Since additional signalization for this area will cast approximately <br />$5,800, it was decided to wait for the Mayor's appropriation ordinance to see <br />if the money could be found to finance this project. <br />Mayor Petrigac reported that she also has received letters on this intersection; <br />has approached Mr. Biskind to see if he could chip in funds for a left signal. <br />This is a state route and possibly ODOT should be the one to take care of the <br />signalization. <br />Mr. Wilamosky noted that this particular signalization was part of the scope <br />of the I480 intersection so perhaps we could get some assistance from the state. <br />He has also received communications with respect to the safety of motorists rela- <br />tive to traffic flow within the shopping center property itself. <br />I <br />
