'o <br />Council Minutes of 2/2/88 _4_ <br />Audience participation: <br />Paul Cowgill, 4639 Ashbury Park, discussed the recent failure of the income tax <br />issue proposed by Mayor Petrigac; believes it was a good, simple tax that <br />failed because it was not properly sold to the electorate. An income tax proposal <br />is the way to go; does not believe it should be a property tax. Would urge the <br />council to come up with a proposal the average tax payer can readily understand <br />and spend the necessary time to really get behind it and sell it. <br />Bill Lackey, 5782 Burns Road, agrees with Mr. Cowgill that additional revenue is <br />desperately needed; feels the limited proposal he presented, with a set time <br />frame, is one that could be successful. With respect to the spraying and treat- <br />ments with pesticides, suggested that all treatments be applied in one area on <br />the same day, for instance the day that trash is picked up. This would eliminate <br />notification since people would expect it to be done on the same day each week. <br />Service Director Noble and Councilman Wilamosky argued that the concentration of <br />pesticides, all in one area, on one day of the week, would present a more serious <br />health hazard than the present random spraying. <br />LEGISLATION: <br />Ordinance No. 87-130 introduced by Mayor Petrigac was given its third reading. <br />An ordinance establishing a Pension Pick-up Plan for employees of the City of <br />North Olmsted, and declaring an emergency. Mr. Wilamosky moved for adoption, <br />second by Mr. McKay, unanimously approved. Ordinance No. 87-130 adopted. <br />Ordinance No. 87-134 introduced by Mr. O'Grady was given its third reading. <br />An ordinance repealing Ordinance No. 72-38 which granted free transportation on <br />the North Olmsted Municipal Bus Line to retired, full-time employees of the City <br />of North Olmsted, and declaring an emergency, as amended. Mr. O'Grady moved for <br />adoption, second by Mrs. Bahas, unanimously approved. Ordinance No. 87-134 <br />adopted. <br />Ordinance No. 87-136 introduced by Mr. Wilamosky was given its third reading. <br />An ordinance adopting a new and revised Chapter 1321 of the Codified Ordinances <br />entitled, "Permit and Inspection Fees", and declaring an emergency, as amended. <br />Mr. Bohlmann moved for adoption, second by Mr. Wilamosky, unanimously approved. <br />Ordinance No. 87-136 adopted. <br />Ordinance No. 88-3 introduced by Mr. McKay was given its second reading. An <br />ordinance enacting a new Chapter 759 of the Codified Ordinances of the City of <br />North Olmsted to provide for registration of users of pesticides and pesticide <br />products and .for notification to registered residents, and declaring an emergency, <br />as amended. <br />Ordinance No. 88-4 introduced by Mr. Tallon was given its second reading. An <br />ordinance accepting for dedication the Pebblebrook Subdivision, which includes <br />Walnut Lane, Pebblebrook Lane and Sandpiper Lane, in the City of North Olmsted. <br />Ordinance No. 88-5 introduced by Mr. Bohlmann was given its second reading. An <br />ordinance to approve current replacement pages to the Cod if led Ordinances; to <br />adopt new matter, and declaring an emergency. <br />Ordinance No. 88-7 introduced by Mr. O'Grady was given its second reading. An <br />ordinance authorizing the Building Commissioner to proceed with the demolition <br />or removal of the detached garage located at 3320 Clague Road, in the City of <br />North Olmsted, and declaring an emergency. <br />
