Council Minutes of 12/5/89 -4- <br />2) Streets and Drainage Committee met on November 29th with Councilmen Boehmer, <br />O'Grady and Wilamosky in attendance as well as Superintendent Crider. Committee <br />discussed the Pheasants Walk Subdivision's punch list and discovered that the <br />Engineering Department had already approved the final inspection. Committee <br />feels that acceptance of the ordinance dedicating the streets should be delayed <br />until the sewer lines have been x-rayed and okayed to city specifications. <br />3) Committee suggested that Canterbury and Lessner Roads be submitted to the <br />County; the Mayor has already done so. <br />4) Committee also discussed. the Ohio Department of Transportation's proposal to <br />improve Great Northern Boulevard from Butternut Ridge Road to Lorain Road, a <br />distance of .93 miles, at an estimated cost of $810,000. The federal govern- <br />ment will pay 757; the State of Ohio 157 and the City of North Olmsted 107. <br />Committee supports the legislation and will ask for suspension of rule requiring <br />three readings and passage this evening. <br />Mr. Tallon, Chairman Building, Zoning and Development Committee reported: <br />1) BZD Committee met early this evening to review a plan previously submitted <br />at a September meeting and referred back to the Planning Commission for change. <br />The revised plan was then approved by Planning Commission and resubmitted to <br />the BZD Committee. This is the Home Centers revised parking lot plan for pro- <br />posed building, to the rear of Bob Evans' Restaurant, 25853 Lorain Road. The <br />original plan covered the elimination of seven parking spots in the front of the <br />Bob Evans' Restaurant; the revised plans call for the elimination of three parking <br />places and also landscaping to this area. BZD Committee has no objection to the <br />revised plans. Mr. Tallon moved council accept the revised proposal of Home <br />Centers, as stated above, second by Mr. Bohlmann, unanimously approved. <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met <br />on November 29th with all members in attendance as well as Councilmen O'Grady, <br />McKay and Boehmer; Finance Director Boyle and Finance Director-Elect Burns, and <br />Tom Terbrack who represented the Bus Line. Committee discussed Ordinance No. <br />89-96 and recommends the following amendment: Section 1, Salary Schedules, <br />Administrative Personnel, "Secretary" and the salary range be struck entirely. <br />Also, Section 9, Hospitalization/Health Insurance, Subsections (a), (b), and <br />(c) be struck entirely and the new language to read that this will be covered <br />by Ordinance No. 89-84 passed October 17, 1989, which establishes additional <br />hospitalization benef its for nonbargaining unit employees of the City of North <br />Olmsted. The position of "secretary" is a bargaining unit position in the AFSCME <br />agreement signed on November 16, 1989. <br />2) With respect to the joint meeting previously reported on by Chairman Bohlmann, <br />would just add that the next meeting with the Recreation Committee, relative to <br />utilization of revenue, will be primarily dedicated to looking at other recreation <br />needs, over and above the Rec Complex. Would like to look objectively at Clague <br />Park, North Olmsted Park and the Barton/Bradley area. <br />President Saringer reported: 1) Council-of-the-Whole Committee Meeting was held <br />last week with Mayor-Elect Boyle, Chief Marsh, Chief VanKuren, Building Commissioner <br />Conway and Recreation Complex Manager Fattlar to discuss the elimination of the <br />Director of Budget and Management as well as Safety Director. After discussion, <br />it was pretty much decided, with Mr. Boyle in agreement, that these positions <br />would be retained, however, some criteria as to qualif ications for these positions, <br />especially pertaining to the Safety Director, would be established. The Tax <br />Adminstrator's duties would be handled by the Finance Director. The Finance De- <br />partment would add one clerk and Budget and Management would be reduced by one <br />clerk; the Budget and Management Department would fall more into personnel manage- <br />ment with duties as Personnel Director, insurance and related matters. <br /> <br />
