<br />4) City has been alerted by AFSCME and the State of Ohio that employees in
<br />positions covered by the bargaining unit, who have failed to join the union,
<br />will have to pay a portion of the union dues; this is Fair Share. City will
<br />therefore begin Fair Share with the first payroll to follow January 1, 1990,
<br />by withholding 89.301 of the existing $19.60 per month union dues so these
<br />employees will be paying approximately $17.50.
<br />5) With respect to the $5,00 License Fee Tax, the city had actually eleven
<br />months of collections in 1988 - will have twelve months of collections this
<br />year because the money comes in during the following month. Looking at Janu-
<br />ary through October, actual months of collection as opposed to distribution,
<br />in both 1988 and 1989, has determined that the city is $18,336.22 above the
<br />' 1988 figure. This is based on 4.,186 additional registrations for this year.
<br />City is now collecting off of 25,750 registrations for the first ten months
<br />in 1989 and the projection in revenues for this one fund is that it will ex-
<br />ceed $200,000 by year's end.
<br />Mr. Boehmer, Chairman Public Safety, Health and Welfare Committee reported:
<br />1) Committee met and discussed two applications for F2 liquor permits. Moved
<br />council have no objection to the issuance of an F2 liquor permit to the Irish
<br />Heritage Club, St. Clarence Parish Hall, 30106 Lorain Road, for a function to
<br />be held December 16, 1989, second by Mr, O'Grady unanimously approved.
<br />2) Moved council have no objection to the issuance of an F2 liquor permit to
<br />the Kiwanis Club of North Olmsted, 29271 Lorain Road, for a function to be
<br />held December 31, 1989, second by Mrs. Bahas, unanimously approved.
<br />Mr. Bohlmann, Chairman Infra-Governmental Relations and Legislation Committee as
<br />well as Recreation, Public Parks and Buildings Committee reported: 1) The
<br />Recreation Committee met jointly with the Finance Committee to discuss the cost
<br />for improvements at the Recreation Center. Those in attendance were Councilmen
<br />Boehmer, Bahas, Wilamosky, Tallon, McKay and O'Grady as well as Finance Director
<br />Boyle and Finance Director-Elect Burns. Renovation of the entire pool is close
<br />to $690,000 with an additional $100,000 for the flat additional roof and $115,000
<br />for the rink area; a grand total of almost $900,000. There was some discussion
<br />as to whether this work would all be done at once or prioritized with the pool
<br />being first, the roof second and the ice rink third. Everyone was in total agree-
<br />ment that the pool should be done and discussion ensued with respect to borrowing
<br />the money for everything at one time or if it would be done in steps. City will
<br />receive about $300,000 a year from the tax increase - the .7 mill which will raise
<br />$3,000,000 over approximately ten years. If the entire $900,000 is borrowed at
<br />one time, the city would be looking at $150,000 a year repayment of the note and
<br />a balance of $150,000 to improve the park system itself. There was a deep con-
<br />cern not only to do the entire recreation area but to improve the park areas
<br />concurrent with the improvement of the Rec Center. The roof definitely has to be
<br />done; specs have gone out for the entire swimming pool area and it will probably
<br />go out for bids right after the first of the year. Will continue to meet for
<br />further discussion.
<br />Mr. McKay, Chairman Environmental Control Committee as well as Streets and Drain-
<br />age Committee reported: 1) The North. Olmsted Community Solid Waste Recycling
<br />Committee met on Monday, November 27th. Committee is still waiting for PGC to
<br />submit a contract for the drop-off center; when this becomes a reality, will need
<br />volunteers on weekends to manage the center. PGC will train the volunteers and
<br />revenues will be channeled to the organizations they represent. Donations will
<br />be accepted for the purpose of setting up a Community Awareness Program which will
<br />be promoted through the school system. Committee will also be reviewing curb-
<br />side recycling. Next meeting has been scheduled for January 22nd; members of
<br />council are invited to be in attendance to give their input as to what they
<br />would like the committee to do or what direction they should be looking toward.
