MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />DECEMBER 19, 1989 <br />Present: President Janet Saringer, Councilwoman Bahas, Councilmen <br />Boehmer, Bohlmann, McKay, O'Grady, Tallon, Wilamosky. <br />Also present: Mayor Yvonne Petrigac, Law Director Michael Gareau, Finance <br />Director Edward Boyle, Clerk of Council Florence Campbell, <br />Meeting was called to order by President Saringer at 8:00 P.M., in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, <br />Minutes of the Council Meeting of December 5, 1989, were approved. <br />President Saringer announced: 1) Ordinance No. 89-104, contracting for the <br />deposit of public monies with the institutions designated by council as de- <br />positories for the active and interim accounts of the city,. Ordinance No. <br />89-106, establishing rates of compensation for various administrative and <br />legislative personnel, Ordinance No. 89-107, making and transferring appropri- <br />ations for the year ending December 31, 1989, and Ordinance No. 89-108, <br />allowing for installation of signs prohibiting left hand turns into the <br />Toys-R-Us drivway located on Dover Center Road, have been added to this <br />evening's agenda. <br />Z) Suspension of the rule requiring three readings will be requested on <br />Ordinance Nos. 89-96, 89-99, 89-103, 89-104, 89-107 and 89-108. <br />Mayor Petrigac reported: 1) Board of Control met on Friday, December 8th, to <br />discuss bids for salt and gasoline. Salt contract was awarded to Inter- <br />national at a price of $77,100 dumped or $81,600 piled; Independence was <br />awarded both fuel contracts: $204,000 for diesel and $250,731 for premium. <br />2) Meeting was held yesterday to discuss the connection ban by EPA; those in <br />attendance were representatives from Dalton; Squire, Sanders and Dempsey, <br />Law Director Gareau, Harry Crider, Dave McDermott, Angelo Gammarato, Rick <br />Noble, Mike Benzes, Stan Cesen and the Mayor. The bottom line is that EPA is <br />desirous of working with the city to resolve the problem. Law Director will <br />report in detail. <br />3) Received a notice from RTA stating that all retirees of the city will now <br />have the opportunity to apply for a retirement pass. <br />4) Presented a copy of the administration's recommendations with regard to <br />hiring a f irm for impact fees to Councilman Bohlmann; this details six firms. <br />5) Cleveland Water has a 1990 Water Main Cleaning and Relining Program which <br />includes a twelve inch distribtuion main to Dover Center Road, from Center <br />Ridge Road and then one from Center Ridge Road to Lorain Road; there is also <br />a twelve inch main coming down Columbia Road, from Hilliard to Lorain Road. <br />This has been included at no cost to the City of North Olmsted. Work will <br />begin in March and will be completed by the end of 1990. <br />6) At the recent Mayors and Managers Meeting a resolution was passed endorsing <br />trauma guidelines and recommending a plan of action. This is merely a <br />support resolution for a county-wide program. <br />7) With a recent broken water pipe in her basement, due to improper inspections <br />and lack of proper insulation, realizes the importance of having full-time <br />building inspectors. <br />d.~.,.... ,~. .. ~ _ , <br />i <br />
