Council Minutes of 11/21/89 -4- <br />feels that a drop-off center in the City Ha11 area would be most feasible for <br />North Olmsted. Committee asked for proposals and received four responses from <br />BFI, Packaging Corporation of America, West Boulevard Neighborhood Association <br />and the FGC Recycling Company. The PGC proposal was recommended by the committee <br />due to the fact that they place more emphasis on generating revenue and have a <br />better range of recyclable material. PGC also has a good parent company with <br />a good success record. The PGC representative was asked to submit a contract to <br />the Law Director for consideration. <br />2) Environmental Control Committee met on Monday, November 20th, to discuss the <br />request that a recycling container be placed in the northeast corner of the. parking <br />Iot, near Lorain Road, at City Hall. It was decided that this was not a good loca- <br />tion because the city has requested businesses to provide for "green" areas and <br />to improve the appearance of their business locations and this location would not <br />do anything to enhance the area at City. Hall. Committee has no objection to a <br />sign being placed in this area but the actual container should be located in the <br />fenced-in area in back of City Hall. <br />Mr. Tallon, Chairman Building, Zoning and Development Committee reported: <br />1) BZD Committee Meeting was held on November 16, 1989, at 8 P.M. Building <br />Commissioner Conway was in attendance and presented the following requests: <br />a. Chester's Restaurant, 25000 Country Club Boulevard, Great <br />Northern Corporate Center; proposal to construct restaurant. Proposal was approved <br />by ARB on October 18th, by BZA on November 11th and by Planning Commission on <br />October 24th. Committee concurred and also approves. Mr. Tallon moved counci]. <br />approved the above described proposal to construct restaurant, second by Mr. <br />O'Grady, unanimously approved. <br />b. Bruscino Medical and Professional Building, east side of Dover <br />Road; revised plan to construct building. BZD Committee concurred with the <br />recommendations of ARB, BZA and Planning Commission. Mr. Tallon moved council <br />approve the above described building on Parcel Nos. 232-25-27 and 232-25-09, <br />second by Mr. O'Grady, unanimously approved. <br />c. Therm-All, Incorporated, south side of North Olmsted Industrial <br />Parkway; proposal to construct building. Approved by ARB and Planning Commission; <br />BZD Committee also concurred. Mr. Tallon moved council approve the above described <br />building construction, second by Mr. O'Grady, unanimously approved. <br />d. Davis Animal Hospital, location between 30728 and 30810 Lorain <br />Road; proposal to construct building. Committee has no objection. Mr. Tallon <br />moved council approve the above described building construction, second by Mr. <br />O'Grady, unanimously approved. <br />e. St. Clarence Church, 30106 Lorain Road, proposal to construct <br />an addition to detached rectory garage. Committee has no objection. Mr. Tallon <br />moved council approve the above addition to the detached rectory garage, second <br />by Mr. O'Grady, unanimously approved. <br />2) Mr. Tallon moved council approve the installation of a drive-up, outdoor tele- <br />phone at the Sohio Station at Claque and Lorain; two drive-up, outdoor telephones <br />at Lauren Hill Plaza; one more drive-up, outdoor telephone at Carter Plaza South, <br />second by Mr. O`Grady, unanimously approved. <br />3) Committee also discussed the 1990 National Electric Code; will be meeting with <br />the Board of Building Code of Appeals on this and will then request legislation to <br />be drawn up.
