Council Minutes of 11/21/89 -4- feels that a drop-off center in the City Ha11 area would be most feasible for North Olmsted. Committee asked for proposals and received four responses from BFI, Packaging Corporation of America, West Boulevard Neighborhood Association and the FGC Recycling Company. The PGC proposal was recommended by the committee due to the fact that they place more emphasis on generating revenue and have a better range of recyclable material. PGC also has a good parent company with a good success record. The PGC representative was asked to submit a contract to the Law Director for consideration. 2) Environmental Control Committee met on Monday, November 20th, to discuss the request that a recycling container be placed in the northeast corner of the. parking Iot, near Lorain Road, at City Hall. It was decided that this was not a good loca- tion because the city has requested businesses to provide for "green" areas and to improve the appearance of their business locations and this location would not do anything to enhance the area at City. Hall. Committee has no objection to a sign being placed in this area but the actual container should be located in the fenced-in area in back of City Hall. Mr. Tallon, Chairman Building, Zoning and Development Committee reported: 1) BZD Committee Meeting was held on November 16, 1989, at 8 P.M. Building Commissioner Conway was in attendance and presented the following requests: a. Chester's Restaurant, 25000 Country Club Boulevard, Great Northern Corporate Center; proposal to construct restaurant. Proposal was approved by ARB on October 18th, by BZA on November 11th and by Planning Commission on October 24th. Committee concurred and also approves. Mr. Tallon moved counci]. approved the above described proposal to construct restaurant, second by Mr. O'Grady, unanimously approved. b. Bruscino Medical and Professional Building, east side of Dover Road; revised plan to construct building. BZD Committee concurred with the recommendations of ARB, BZA and Planning Commission. Mr. Tallon moved council approve the above described building on Parcel Nos. 232-25-27 and 232-25-09, second by Mr. O'Grady, unanimously approved. c. Therm-All, Incorporated, south side of North Olmsted Industrial Parkway; proposal to construct building. Approved by ARB and Planning Commission; BZD Committee also concurred. Mr. Tallon moved council approve the above described building construction, second by Mr. O'Grady, unanimously approved. d. Davis Animal Hospital, location between 30728 and 30810 Lorain Road; proposal to construct building. Committee has no objection. Mr. Tallon moved council approve the above described building construction, second by Mr. O'Grady, unanimously approved. e. St. Clarence Church, 30106 Lorain Road, proposal to construct an addition to detached rectory garage. Committee has no objection. Mr. Tallon moved council approve the above addition to the detached rectory garage, second by Mr. O'Grady, unanimously approved. 2) Mr. Tallon moved council approve the installation of a drive-up, outdoor tele- phone at the Sohio Station at Claque and Lorain; two drive-up, outdoor telephones at Lauren Hill Plaza; one more drive-up, outdoor telephone at Carter Plaza South, second by Mr. O`Grady, unanimously approved. 3) Committee also discussed the 1990 National Electric Code; will be meeting with the Board of Building Code of Appeals on this and will then request legislation to be drawn up.
