Council Minutes of 10/17/89 -3- <br />in 1983, when the financing of this project began, to determine what the <br />balances were. This project took up most of last week and the beginning of <br />this week. Late today, contacted Mr. Larson, went over the findings with <br />him and at about four o'clock this afternoon typed up the memo. Conferred then <br />with Law Director; made some adjustments and Mr. Gareau viewed it this evening;. <br />it will go to Squire, Sanders and Dempsey tomorrow. Because he only has just the <br />one original, copies will be forwarded to everyone tomorrow. In summary, there <br />is $445,228.51 right now that can only be used for "systems" work. There is <br />$1,118,000 for plant and/or bond retirement. City has earned a million dollars <br />in interest, far in excess of what our financial planners, McDonald and Company, <br />had estimated. So far, this has been a $22,000,000 project. <br />2) Mayor just brought up another subject about a possible $15,000 expenditure. <br />Would like to make it clear that the Finance Director is NOT authorized to, <br />of and by himself, make payments for anything. If we are talking streets, that <br />authorization comes from the Service Director who will view the bill, insure <br />all conditions have been met and everything has been done properly and forward <br />it to the Finance Department for payment. On his approval, Finance Department <br />will check it against the appropriations and then pay the bill. Finance Depart- <br />ment has not received this bill so Finance Director Boyle can only say that it <br />is an assumed payment that is due. <br />Mayor Petrigac responded that the bill from ODOT was received on Thursday; was <br />sent to Service Director for review; no one knew what the bill was for; called <br />ODOT and were advised they would forward all communications with respect to the <br />charges. Information was received that the bill was okayed by former Service <br />Director Corrigan; former Mayor Swietyniowski indicated in a letter to ODOT that <br />it would be paid upon approval of the March, 1985 appropriations. Letter from <br />Finance Director to ODOT, asking for more information, was also included. ODOT's <br />response to this letter, stating why it should be paid, was the last communica- <br />tion - there has been nothing since 1985. Finance Director Boyle stated he <br />would review the information, when he received it, with Service Director Noble <br />and advise council. <br />Mr. Bohlmann, Chairman Intra-Governmental Relations and Legislation Committee <br />as well as Recreation, Public Parks and Buildings Committee reported: 1) To <br />elaborate a little on what the Mayor reported, Recreation Committee did have a <br />meeting with van Dijk, Johnson and Partners with respect to some of the obvious <br />problems at the Rec Center, particularly the pool roof and the proper solution <br />to correct that problem. The architect had looked at many areas - locker rooms, <br />showers, concession stand and the west wall - amounting to about $1,500,000. <br />Will be calling another meeting to prioritize the city's needs but most certainly <br />the pool roof would be the first item on the list. <br />Mr. O'Grady, Chairman Transportation Committee reported: 1) Has completed his <br />review of city vehicles with the submission to council of a report on the Police <br />Department which shows the make of the car, mileage and overall condition. While <br />the condition of the cars are very good, it is much the same as the rest of the <br />city`s fleet - they cannot last forever. Maintenance of the police fleet is <br />maintained by Lt. Scott who keeps the log. Martyn's also keeps a computerized <br />log of all cars and this- information can be called for as needed. Each council <br />member now has a complete list of every vehicle owned by the City of North <br />Olmsted; it was a very enlightening experience for Mr. O'Grady. <br />Mr. McKay, Chairman Environmental Control Committee as well as Streets and <br />Drainage Committee reported: 1) Environmental Control Committee met in conjunc- <br />tion with the Finance Committee on Tuesday, October 10th, to discuss the EPA <br />mandate which Law Director Gareau has already reported on this evening. <br />
