Council Minutes of 10/17/89 -4- <br />2) Committee also discussed Ordinance No. 89-3, which permits the West Shore <br />Council of Governments to establish the West Shore Solid Waste Committee and <br />recommends passage of same. <br />3) West Shore Solid Waste Committee met on October 11th and viewed a presenta- <br />tion of a type of furnace called, "Plasma Torch". This furnace burns at <br />24,000°F and will incinerate almost everything placed in it. All that is left <br />is a glass-like lava rock which can be crushed and used as gravel on roads. <br />It would take six to nine months to get such a project going and eighteen to <br />twenty-four months to complete. Cost of the furnace and building would be <br />twenty to twenty-five million dollars. Furnace manufacturers prefer to own the <br />facility itself and contract out for the burning of solid waste at $40 per ton. <br />Furnace burns approximately two to three tons per hour depending on the number <br />of burners installed. Manufacturers would like a contract from each of the six <br />West Shore Cities for approximately seven to nine years. There is no smoke and <br />it seems like an. efficient way to get rid of solid waste. At $40 per ton, it <br />is quite expensive at this time, however, in the next four to five years, it <br />may not cost so much with the-new regulations being set down by EPA. <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met <br />on October 10th with Directors Boyle, Cunningham and Becker in attendance as <br />well as Councilman O'Grady. Committee discussed the need to adjust the <br />hospitalization benefits for non-bargaining personnel. Ordinance No. 89-84 <br />basically reflects the committee's recommendations and provides for hospitali- <br />zation coverage to be paid by the City of North Olmsted for non-bargaining <br />unit personnel providing such coverage does not exceed 157 in increases. Should <br />the cost increase by 157 from the previous year, the employee would be required <br />to pay the difference. Committee has no objection and will ask for suspension <br />of rule requiring three readings this evening to bring the non-bargaining unit <br />personnel on track with other city employees. <br />2) Director Cunningham advised the committee that the city has currently <br />appropriated $9,276,444 - projection is $9,318,000. Some areas like the income <br />tax are pretty much on track. He has projected $4,197,000 in income tax and an <br />additional $30,000 over. and above what was budgeted in the area of interest <br />earnings due to sound. investments. <br />3) Committee also reviewed Ordinance No. 89-82 which provides for a number of <br />transfers per the administration's recommendations. Director Cunningham also <br />brought to committee's attention a list of an additional eighteen items, in the <br />amount of $131,000, which were not included. Committee would like to look at <br />the balance of appropriations to determine if there were any line items that <br />could be reduced because all of the items discussed with Director Cunningham <br />were to increase line items with the exception of a line item in the amount of <br />$25,000 - Solid Waste Disposal Tine item. Mr. Wilamosky moved to amend Ordin- <br />ance No. 89-82 as follows: $25,000 be transferred from Solid Waste Disposal <br />and General Clerical be reduced by $.150; that Ordinance No. 89-82 show the <br />following increases: Civil Service, Other - $3,200; Mayor's Organization and <br />Travel - $150; Building Department Over-time - $500; Engineering Department <br />Over-time - $1,000; Service Department General Fund Gas and Oil - $15,000; <br />Street Repair Material General Fund - $15,000; Street Repair Material General <br />Fund - $10,700 and Service Department Equipment Purchase - $5,000 for purchase <br />of a salt insert, second by Mr. Bohlmann, unanimously approved. Ordinance No, <br />89-82 amended and placed on second reading this evening as amended. <br />4) Finance Committee will continue to review the balance sheet to determine if <br />there are any other areas for deductions as well as to consider the other items <br />where Director Cunningham has requested additional funds be appropriated. <br />
