Council Minutes of 10/17/89 -5- <br />Audience participation: <br />Ed Mansell, 25118 Deerfield, President of the Deerfield Park Civic Association, <br />discussed the flooding in the area and whether or not the EPA ban on permits <br />would affect the installation of hydro brakes; could they have abetter system <br />installed, preferably a retention basin; hydro brakes seem to be merely a stop- <br />gap measure. Discussion ensued. <br />Cliff Crabs, 25575 Butternut Ridge Road, also discussed the EPA ban; believes <br />they are right on track because the sewer system in North Olmsted is ill-designed <br />and mal-installed. Feels the problem is not lack of storm sewers but the fact <br />that the sanitary sewers are not tight and leak into the storm sewer system. <br />Also, many houses have downspouts connected to the system; the contractors in- <br />stalled traps in the downspout lines and this connection will never show up in <br />a smoke test. Discussion ensued. <br />LEGISLATION: <br />Ordinance No. 89-80 introduced by Councilman Bohlmann was given its .second <br />reading.. An ordinance creating new Sections 1101.10(e) of the North Olmsted <br />Subdivision Ordinance and 1119.02(d} of the North Olmsted Zoning Code, pro- <br />viding for not if ication to land owners of existing restrictive covenant deeds <br />and requiring that buildings, alterations and additions be constructed in <br />accordance with such properly executed and recorded restrictive covenant deeds. <br />Ordinance No. 89-81 introduced by Councilman Tallon was given its second <br />reading. An ordinance creating new Sections 1501.2703 of Chapter 1501.27 of <br />the North Olmsted Taxation Code, providing for landlords of residential premises <br />to submit to the Director of Finance certain information concerning tenants, <br />and declaring an emergency. <br />Ordinance No. 89-82 introduced by Mayor Petrigac was given its second reading. <br />An ordinance to transfer appropriations for current expenses and other expendi- <br />tures for the City of North Olmsted for the year ending December 31, 1989, as <br />amended. Mr. Wilamosky moved for suspension of rule requiring three readings, <br />second by Mr. Bohlmann, unanimously approved. Mr, Wilamosky moved for adoption, <br />second by Mr. Bohlmann, unanimously approved. Ordinance No. 89-82 adopted. <br />Ordinance No. 89-83 introduced by Mayor Petrigac was given its second reading. <br />An ordinance authorizing the Mayor to execute an amendment to the agreement for <br />the establishment of the Westshore Council of Governments to establish the <br />Westshore Solid Waste Committee, and declaring an emergency. <br />Ordinance No. 89-84 introduced by Mr. Bohlmann was given its first reading. An <br />ordinance establishing additional hospitalization benefits for non-bargaining <br />unit employees of the City of North Olmsted, and declaring an emergency. Mr. <br />Bohlmann moved for suspension of rule requiring three readings, second by Mr. <br />Wilamosky, unanimously approved.. Mr. Bohlmann moved for adoption, second by <br />Mr. Wilamosky, unanimously approved. Ordinance No. 89-84 adopted. <br />Ordinance No. 89-85 introduced by Mr. Wilamosky was given .its first reading. <br />An ordinance authorizing the Mayor to enter into an agreement with the Walter <br />H. Drane Company to provide professional services in updating the Codified <br />Ordinances of the City of North Olmsted. Referred to Finance Committee. <br /> <br />
