MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />SEPTEMBER 19, 1989 <br />Present: President Janet Saringer, Councilmen Boehmer, Bohlmann, <br />McKay, O'Grady, Tallon, Wilamosky. <br />Also present: Mayor Yvonne Petrigac, Law Director Michael Gateau, Finance <br />Director Edward Boyle, Clerk of Council Florence Campbell. <br />Absent: Councilwoman Bahas. <br />Meeting was called to order by President Saringer at 8:00 P.M., in Council <br />Chambers, 5200 Dover Center Road, North Olmsted. <br />President Saringer invited members of the audience to join Members of Council <br />in reciting the Pledge of Allegiance to the Flag. <br />Minutes of the Council Meeting of September 5, 1989, were approved. <br />President Saringer announced: 1) A Public Hearing was held on September 5th, <br />in regard to the Industrial Revenue Bonds for Therm-A11, Incorporated, a <br />business that would Iike to locate in the city's Industrial Park; members of <br />the Community Improvement Corporation recommended approval for these bonds. <br />2) Suspension of the rule requiring three readings of Ordinance Nos. 89-75 and <br />89-77 will be requested. <br />Mayor Petrigac reported: 1) A memorial service will be held tomorrow evening <br />at 7 P.M. for Richard Donaldson, a former fire fighter retiree. <br />2) Board of Control met September 11th to discuss bids for a communication <br />package for the Fire Department as directed in Ordinance No. 89-47; Board <br />accepted Radio Communication Specialist for $12,286. Also discussed bids for <br />a paint booth for the Service Garage as approved by Ordinance No. 89-51; Board <br />accepted Binks Manufacturing Company for $16,386. <br />3) Skills Available, the job fair, will be held at the Senior Center tomorrow, <br />from 9 A.M. to 3 P.M. <br />4) Chief Marsh and Mayor Petrigac attended a kick-off for the "Officer Love <br />Program", sponsored by Realty One, who will provide a stuffed teddy bear for <br />each police car. In dealing with abused children, run-aways, lost children, <br />etc., a teddy bear has proven to be an excellent tool to gain a child's con- <br />fidence and help him communicate with the officer. <br />5) Has distributed the MetroTen proposal and will be introducing legislation <br />covering it this evening. There are areas in the city that will require wiring <br />and the use of utility poles, for which they will pay the city a 57 franchise <br />fee; Cablevision currently pays the city 3~. When the council committee is <br />ready to discuss this legislation, will be happy to set up a meeting with <br />MetroTen for their input. <br />6) Twenty-nine letters have been forwarded to engineering firms requesting a <br />proposal covering impact fees. Ten letters were returned, stating the particu- <br />lar firm was not interested. One of these letters suggested we hire Mr. Robert <br />Hill to do the impact fees. Six proposals were received, however, and the ad- <br />ministration has been reviewing them; will have a recommendation for council <br />at the next council meeting. <br /> <br />
