Council Minutes of 9/19/89 _2_ <br />Law Director Gareau reported: 1) Per recommendation of Chief of Police and <br />through the action of the Safety Director, Patrolman Butera was discharged <br />from the Police Department; a hearing has been scheduled before the Civil <br />Service Commission for Thursday, September 28th. <br />Mr. Bohlmann, Chairman Intra-Governmental Relations and Legislation Committee as <br />well as Recreation, Public Parks and Buildings Committee reported: 1) Legislative <br />Committee met on September 12th to interview Mr, Glenn Knight; moved council <br />approve the appointment of Glenn Knight to fill the vacancy on the Planning <br />Commission, second by Mr, Wilamosky, unanimously approved. <br />Mr. O'Grady, Chairman Transportation Committee reported: 1) The second phase of <br />his inventory of city-owned vehicles was completed last week and included the <br />units under the supervision of the Service Garage; has presented council with a <br />complete log of the units. Approximately one hundred units are listed, some of <br />them red-lined and being cannabilized for parts. Units date from 1972 through <br />1989, with the average age being 1980. Average mileage is 65,000 miles, with <br />many units showing over 100,000. Was impressed with the maintenance: oil filters <br />and lubrication is done every 3,500 to 4,000 miles with units greased and all <br />fluid levels checked, air in tires checked, hinges oiled, U joints and front ends <br />inspected, lights and horns tested and a complete visual inspection made. Trans- <br />mission fluid and filters are changed at 30,000 miles. The new paint booth being <br />installed will also be an asset. The log shows the repair costs; ones showing a <br />date mean repairs have been completed; ones without a date indicate that over <br />$108,000 worth of repairs need to be done. Service Garage has acquired two new <br />Chevrolet 3/4 ton, 4 x 4's, which are being equipped to be used for snow plowing <br />cul-de-sacs this winter. <br />Mr. McKay, Chairman Environmental Control Committee as well as Streets and <br />Drainage Committee reported: 1) Streets and Drainage Committee met on Monday, <br />September 9th with Service Director Noble, Councilmen Boehmer, O'Grady and <br />Wilamosky in attendance. Committee discussed the proposed projects to be sub- <br />mitted for Issue Two money. Engineering process must be completed before the <br />project is eligible. Committee recommends the following projects: <br />1. Lorain water line relining; engineering costs paid <br />2. Elm Road reconstruction; engineering costs paid <br />3. Barton Road water line relining; engineering costs paid <br />4. Sanitary Pump Station rehabilitation; requests <br />engineering be performed. <br />Mr. McKay moved council approve the above projects as stated, second by Mr. <br />Boehmer, unanimously approved. <br />2) Committee has requested the Service Director to provide estimates of engineering <br />costs for storm sewer and catch basin reconstruction in a triangular area that is <br />bound by Lorain Road on the north, Brookpark on the south and to the easterly city <br />line. This project will be considered for Issue Two money in 1990. <br />3) Around September 15th, met with Service Director Noble in regard to Sunset Oval; <br />he stated that the City Engineer felt it was too late in the year to begin the <br />reconstruction of the road, Bidding will be completed and money will be encumbered <br />to do this project next Spring. Hopefully, a little more money will be available <br />to add to this construction program. <br /> <br />
