Council Minutes of 9/19/89 -3- <br />Audience participation: <br />Charles Lazanich, 5771 Wellesley, discussed many complaints with respect to <br />the Star Lounge, such as: loud motorcycles at all hours, screaming and profanity <br />being yelled in the parking lot, public drunkeness, serious accidents on Lorain <br />Road when people are leaving this bar, etc. The property owner is before the <br />Planning Commission to get permission to expand the property, tripling its <br />present size, adding additional parking and erecting. an additional building in <br />the back. The owner has stated that he is not responsible; there is nothing he <br />can do about the noise and he has no intention of doing anything.. The adjacent <br />residents would ask that council recommend to the Planning Commission that this <br />request to further develop this area be denied. Also, if council could write the <br />Liquor Control Board and have the liquor license for the Star Lounge pulled, it <br />would be greatly appreciated. <br />Bill Schabel, 29341 Lorain Road, lives directly across from the Star Lounge and <br />said that since there are ordinances regarding nuisances and noise, he would like <br />them to be enforced. <br />Mr. Bohlmann stated that it is definitely the responsibility of the proprietor <br />to police his own establishment but if he won't do it, then the City. of North <br />Olmsted should do it for him. Law Director Gareau stated that there was no <br />question in his mind that if, within the appropriate time frame, council objects <br />to the renewal of the license for Star Lounge, that license will be pulled.. <br />Further, if there is a problem with drugs, the liquor board itself will take the <br />license away and council will not have to wait until the license is up for re- <br />newal; the liquor board will react immediately, <br />LEGISLATION.: <br />Ordinance No. 89-69 introduced by Mr. Wilamosky was given its third reading, An <br />ordinance amending Sections 721.01(c), 721..06 and 721..X0 of the Business Regula- <br />tion Code of the City of North Olmsted. Mr. Wilamosky moved fox adoption, second <br />by Mr. Tallon, unanimously approved.. Ordinance No, 89T69 adopted, <br />Ordinance No. 89-70 introduced by Mayor Petrigac was gi~ren its .third reading. An <br />ordinance accepting for dedication .the Tallwood Estates Subdivision which includes <br />Tallwood Drive, Ivy Court and Tallwood Court in the .City. of North Qltnsted. Mr. <br />Tallon moved for adoption, second by Mr. Wilamosky, unanimously approved. Ordin- <br />ance No. 89-70 adopted. <br />Ordinance No. 89-71 introduced by Mayor Petrigac was given its third reeding. An <br />ordinance to make appropriations for current expenses and. otherr expenditures for <br />the City of North Olmsted for .the year ending December 3i, 19$9, qtr. Wilamosky <br />moved for adoption, second by Mr, Bohlmann, unanimously approved.. Ordinance No. <br />89-71 adopted. <br />Ordinance No. 89-5 introduced by Mr. Wilamosky was given its second Reading. An <br />ordinance declaring city-owned real estate, located at 5946 Barton Road, bearing <br />Permanent Parcel Number 234-06-071, as surplus property and directing the Mayor <br />to hire the services of an appraiser and to advertise for bids for the sale of <br />said surplus property, as amended. <br />Ordinance No. 89-75 introduced by Mayor Petrigac was given its second reading. An <br />ordinance to transfer appropriations for current expenses and other expenditures <br />for the City of North Olmsted for .the year ending December 31, 1989. Mr. Wilamosky <br />moved for suspension of rule requiring three readings, second by Mr. Tallon, unani- <br />mously approved.
